The principal feature of this procurement by the County is known as: Road Striping, Crack Filling and Seal Coating Services. The specifications of this procurement are stated in the ITB 2022-23. A person or affiliate who has been placed on the convicted Respondent list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes, for CATEGORY TWO ($35,000) for a period of 36 months from the date of being placed on the convicted Respondent list. The Wakulla County Board of County Commissioners reserves the right to waive informalities in any bid; reject any or all proposals, in whole or in part; re-bid a project, in whole or in part; and to accept a proposal that in its judgment is the lowest and best bid of a responsible bidder. In accepting a bid, Wakulla County may award a contract based only on the base bid, the base bid plus all alternates, or the base bid plus any alternates which Wakulla County selects, with all decisions being made based upon what Wakulla County believes to be the best interests of its residents, in the reasonable exercise of its discretion. Wakulla County further reserves the right to increase or decrease quantities as may be required to meet the needs of Wakulla County, at the unit price which was bid. Road Striping Thermoplastic Pavement Markings shall be in accordance with FDOT Standard Specifications for Road and Bridge Construction, Section 711. Painted Pavement Markings shall be in accordance with FDOT Standard Specifications for Road and Bridge Construction, Section 710. Retro-Reflective Pavement Markers shall be in accordance with FDOT Standard Specifications for Road and Bridge Construction, Section 706. Crack Fill Crack Fill must meet all requirements of ASTM D6690 (AASHTO M324), Type II, "Joint and Crack Sealants, Hot Applied, for Concrete and Asphalt Pavements." (Formerly ASTM D3405 and AASHTO M301). It also exceeds requirements of ASTM D6690 (AASHTO M324), Type I, (formerly ASTM D1190, AASHTO M173), and Federal Specification SS-S164. Seal Coating Seal Coating must conform to the following requirements: ASTM D 5727 Standard Specification for Emulsified Refined Coal-Tar (Mineral Colloid type) {replaces Federal Specification R-P-355e}, The refined tar prior to the emulsification shall conform to ASTM D-490, grade RT-12. The refined tar shall be derived from high temperature coke oven tar. Oil and water gas tars shall not be used even though they might comply with ASTM D-490, grad RT-12.
