The City of Oregon requests qualifications for preliminary engineering services, to assist in the preparation of a Preliminary Engineering Report (PER) for Streets and Drainage Improvements within the city limits. The PER must include the following: Title Page, Existing Description, Description of Need, Projected Population, Alternatives Considered (Minimum Of Three), Recommended Alternative For Proposed Project, Reason For Selection Of The Recommended Alternative, Total Project Cost And Anticipated Annual Operation and Maintenance Cost Of Proposed Project, Project Financing, Maintenance Plan, Environmental Review and Conclusion. A more detailed content for the PER can be provided upon request. Information provided to the City must include at a minimum: 1. The specialized experience and technical competence of the firm with respect to streets and drainage improvements or related work. 2. The capacity and capability of the firm to perform the work in question, including specialized services, within a period of two months beginning Tuesday, November 1, 2022, to meet grant funds application deadline. 3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules. 4. The firm's proximity to and familiarity with the area in which the project is located. 5. References from previous clients of related work with the firm within the past five years. 6. Documentation of compliance with E-Verify requirements. The firm will be selected based on the above qualifications. Once the most qualified firm is selected, a cost for preliminary engineering services will be negotiated.
