Site work for a mixed-use development in Crown Point, Indiana. Completed plans call for site work for a playground / park / athletic field; and water / sewer project.

The City of Crown Point, Indiana, by and through its Board of Public Works and Safety, (hereinafter "City) is requesting bids for all labor, equipment, and materials necessary to complete all aspects of construction to install field turf for the sports fields specified as Softball Fields #8, #9, #10 located in the City's Sportsplex (1313 E. North St.) as more thoroughly described herein. Any bid(s) received after the above-referenced date and time shall not be considered and will be returned unopened. Bidders providing bids for the project shall include it is bid the following scope of work: o Samples, submittal information and detail shop drawings (erosion control, layout, grading utility, field marking, curbing, field markings, etc.) as required by City. o Furnish all labor, tools and equipment to layout and excavate site a minimum depth of 6", all spoils to be hauled off site unless otherwise coordinated with City. o Subgrade to be compacted and covered with a geo textile fabric to separate dirt and drainage system and add stability. o Furnish and install a rough grade and install new drainage system under the field and connect to existing structures. o Furnish and install minimum 6" of aggregate base, compact and grade to synthetic turf tolerances. o Provide and install necessary curbing and nail board for turf attachment. o Install synthetic turf for infield grass and foul areas with material provided by City. o Install turf for pitcher's area, hitting circle, baselines, and infield skin with material provided by City. o Provide and install required seam tape and epoxy to bind seams. o Furnish and install required rubber infill and sand per turf specifications. o Installation of synthetic turf system must be completed per spec by manufacturer with manufacturer certified crew. o Repair and blend existing grass area of fields with at least one (1) row of sod. o Each bidder shall provide details and specifications on the "Transition Treatment" between the new Synthetic Infield Turf surface and the existing natural grass surface. o Each Bidder shall include a turf grooming machine recommended by the Synthetic Infield Turf Supplier that is typical and customary for Softball Infield applications. o Furnish and install multiple base and anchors for each field per specs provided by City. o Furnish pitching mounds and pitching mound plugs at multiple points for each field per specs provided by City. o Furnish portable mounds and mats for each field. Each bid shall also include an alternative price for each field indicated below which would include the same scope of work as provided for the above-referenced fields: Alternate 1 - Field 7 (Approx. 12,263 sq ft) Alternate 2 - Field 4 (Approx 14,580 sq ft) Alternate 3 - Field 5 (Approx 13,910 sq ft) The total project cost must include the necessary contracting permits, licenses, labor, equipment, tools, insurance, project services costs and so forth incidental to and required to fully execute the work described herein. The successful bidder shall submit its Insurance Certificate naming the City of Crown Point, Indiana and its professional service agents as additionally insured prior to the start of the work. The successful bidder shall commence work upon receipt of the notice to proceed by the City and shall complete the work by March 31, 2023. The successful bidder shall be responsible for the coordination of work with sub-contractors as needed. The City reserves the right to reject proposals with or without cause and for any reason, to waive any irregularities or informalities, and to solicit and re-advertise for other bids and to award the bid to the lowest responsible and responsive bidder. Incomplete or non-responsive bids may be rejected by the City as non-responsive or irregular. The City reserves the right to reject any bid for any reason, including, but without limitation, if the bidder fails to submit any required documentation, if the bidder is in arrears or in default upon any debt or contract to the City or has failed to perform faithfully any previous contract with the City or with other governmental jurisdictions. All information required by this Request for Bids must be supplied to constitute a bid. Each bidder must ensure in a written statement that all employees and applicants for employment are not discriminated against because of race, creed, color, sex or national origin. Each bidder and any subcontractors shall be in compliance with the City's Responsible Bidding Ordinance 2008-01-16. Each bidder shall acknowledge participation in the E-verify program according to IC 22-5-1.7 et seq. Each bidder must include a certification that bidder has not participated in collusion or other anticompetitive practices in connection with its proposal by executing and returning with its bid response a Non-Collusion Affidavit. As required by IC 5-22-16.5, each bidder must certify that it is not engaged in investment activities in Iran.
