The City of Gerald, Franklin County, Missouri is requesting qualifications for engineering services to address water and wastewater infrastructure improvements. The services required may include planning, design, and construction administration and observation of projects. Engineering reports, plans and specifications should adhere to MO-DNR standards. Financing for projects is through the Missouri Department of Natural Resources' Financial Assistance Center and local share funds. Qualification information provided to the City shall include: The specialized experience and technical competence of the firm with respect to the type of services required (5 pts); The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project (5 pts); The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules (5 pts); The firm's proximity to and familiarity with the area in which the project is located (5 pts); and The firm's professional experience in designing water and wastewater systems (5 pts). Once the most qualified firm is selected based on the above qualification evaluation, an engineering agreement will be negotiated. The agreement may include services other than planning, design, and construction administration and observation, including, but not limited to, assistance with stormwater infrastructure, pretreatment, securing project financing, attaining easements or real property, user rate analysis, geotechnical analysis, surveying, architecture, or other needed services.
