City of Rockport (Owner) is requesting proposals for the supply of sequencing batch reactor (SBR) equipment and controls for a planned wastewater utility improvements project to be bid at a later date. No proposal/bid security is required. All Offerors must be registered with the Issuing Office by emailing the RFP request to jeast@contactcei.com in order to be considered a Responsible Offeror for consideration. Requests for RFP Documents must also include a contact person, phone number, email address, and return street address; post office box numbers are not acceptable. Questions pertaining to this project shall be submitted directly to John East, E.I. at Commonwealth Engineers, Inc. via email at jeast@contactcei.com. All addenda, which may be issued for this RFP, will be issued to each registered RFP holder via email. The OWNER reserves the conduct discussions with responsible offerors as allowed in Indiana Code 5-22-9. The RFP includes a scoring sheet that lists 14 criteria that will be used to evaluate the proposals. Price of the equipment is one criterion. The Owner reserves the right to reject any Proposals, or all Proposals, or to accept any Proposals or Proposals, or to make such combination of Proposals as may seem desirable, and to waive any and all informalities in the Proposal process. Any Proposal may be withdrawn prior to the above scheduled time for the opening of Proposals or authorized postponement thereof. Any Proposal received after the time and date specified shall not be considered. NO Proposal may be withdrawn after the scheduled closing time for receipt of proposals for at least thirty (30) days. For all further requirements regarding Proposal submittal, qualifications, procedures, and contract award, refer to the RFP. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, and Pig iron and direct reduced iron.
