RFP - Animal Shelter and Services Feasibility Study. Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% Q&A Deadline 11/01/2022 5:00 PM (PDT) The City of Palmdale is seeking proposals from qualified and experienced consulting firms in providing a comprehensive Animal Shelter & Services Feasibility Study, while considering the City's needs & capabilities. Proposals should be from experienced and interested firms that have successfully completed similar projects including programming, conceptual planning, and full design of a new and/or expanded animal shelter providing animal services utilizing one location; clinic for veterinary services for medical care such as spay & neuter, vaccinations, and microchipping; animal shelter adoption centers; animal control stray management for the housing of animals such as, cats, dogs, and wildlife. Currently the City of Palmdale utilizes Animal Shelter & Services contractually through Los Angeles County Animal Care and Control. The City of Palmdale is requesting professional services for an animal shelter and animal services feasibility study. The feasibility study shall include a narrative review and summary, that shall include sufficient detail, advice, other considerations, and recommended options for consideration to facilitate the City's effort to determine need and assess feasibility. The study also needs to explore pros and cons whether it would be feasible to enter into a cooperative agreement with all cities within the Antelope Valley, to operate an Animal Shelter. The consultant is tasked with providing viable options for the building of a new City-owned Animal Shelter. In addition to the work associated with the sheltering of animals the consultant shall prepare an analysis of Animal Services and Programs that could reduce the need for sheltering and further the high placement goals of the City of Palmdale. This analysis should include but not be limited to recommendations on how to increase pet retention, shelter diversion approaches, increase access to spay and neuter programs for the public, enhance fostering and adoption programs, canine behavioral modification and enrichment training for staff and the public, improve public outreach and education, manage volunteer programs, and revise animal control ordinances.
