Renovation of a municipal facility in Denton, Maryland. Completed plans call for the renovation of a municipal facility.

The County Commissioners of Caroline County are accepting bids (written quotes) for the brick point up renovation of the Caroline County Circuit Courthouse building located at 109 Market Street, Denton, MD 21629. All mortar joints within portions of section 1,2,3,4,5,6,7,8 shall be 100 % ground and tuck pointed in its entirety, as specified in the original specifications. All grinding and tuck pointing shall comply with OSHA standards including but not limited to vacuum grinding. Caroline county reserves the right to decide upon and select which sections will be awarded. Meaning, section 1, 2, 3, 4, 5, 6, 7, 8 or all may be awarded.The front porch will included with section #1 The proposal should include prior experience with the type of work required and the methodology the Contractor intends to utilize to perform the specified scope of work and resources expected to be used. It is to be understood the building will be occupied and operational during the Consultants work and will have public access during normal business hours o A per square foot price for grinding and tuck pointing shall also be provided. o Provide all tools, labor, materials, equipment, supervision, and all associated items for the rehabilitation of the exterior brick facade at the Caroline County Circuit Courthouse located at 109 Market Street, Denton, MD 21629. The work involves: o Removal of the existing brick facade's stretcher course mortar utilizing air chisels/grinders, etc., to a maximum depth of 3/4 " or to sound mortar. o Removal of all head joints is to be performed without use of mechanical equipment o All exposed mortar joints are to be cleaned and the mortar pointed back to match the existing mortar color o Upon completion of the pointing, the wall is to be cleaned with a water as required to provide the appropriate surface finish. A mild acid solution may be used in lieu of water. The County Commissioners reserve the right to reject any/or all bids. Certified minority business enterprises are encouraged to respond to this invitation to bid. Contractor understands the building is to remain occupied by Courthouse staff and utilized by the public during normal working hours. Accordingly, the Contractor is to provide and maintain adequate debris and deleterious materials collection in enclosed bins, dumpsters, areas, etc. with routing removal and disposal off-site. All temporary facilities such as portable restroom facilities are to be kept clean and maintained. All work areas are to be fenced/barricaded to prevent non-contractor personnel from entering the working areas. Access areas into the building used by Courthouse staff and the public are to be protected by the Contractor. Any areas needing to be closed during specific work phases are to be coordinated with the County and appropriate signage/barricades provided by the Contractor. It is understood the work will involve numerous lift equipment and scaffolding provided by the Contractor. All such equipment within areas utilized as access points to the building, i.e., sidewalks, walkways, etc., are to contain construction type fencing and overhead protection from debris. It is to be expected that some areas may involve dismantling and relocating of scaffolding and fencing as the work progresses. At completion of the work, all contractor equipment, materials, construction debris and miscellaneous items used by the Contractor are to be removed from the site and the existing grounds returned to original pre-construction condition. This is a sealed proposal for Caroline County Circuit Courthouse Masonry Brick Point Up Renovations Contract RFP# CCDPW2022-06. All bids shall be accompanied by a Bid Security in the form of a certified check or bid bond payable to the County Commissioners of Caroline County, for the penal sum of not less than five (5) percent of the amount representing the bid noted on the standard bidding form. Bid Security will be returned to all bidders upon completion of the Contract Award process, with the exception of the successful bidder. Non-Performance or failure to sign the contract within ten (10) working days after award, or withdrawal of a bid after opening but prior to award, shall result in forfeiture of the Bid Security. The selected bidders shall furnish a Performance Bond in the amount of one hundred percent (100%) of the bid price. The successful bidder shall be required to furnish the bond at time of execution of the contract. The bidder to whom the contract is awarded will be required to execute the contract and obtain the requisite bonds within ten (10) calendar days from the date when Notice to Award is delivered by the County to the bidder. The Contractor must correct any and all defects in material and/or workmanship which may appear during the guarantee period, or any defects that occur within one (1) year from the date of acceptance, by repairing (or replacing with new items or new materials, if necessary) any such defect at no cost to the County and to the County's satisfaction. There are no notices or conditions precedent to prevent any potential claim and the Surety will not be entitled to investigate the claim and/or provide completion contractors in the event of default or breach. In the event that suit must be brought against the bond, venue shall be in a Court of competent jurisdiction in Caroline County, Maryland. Addenda, if any, will be emailed, mailed or delivered to all that are known to have received a complete set of bidding documents. Copies of Addenda will be made available for inspection wherever bidding documents are on file for that purpose. Bid questions will be received until 12:00 noon on 11/8/2022. Bid questions will not be accepted after this date. Addenda will be issued on or before 11/8/2022 except an Addendum withdrawing the request for bids or one which included postponement of the date for receipt. The Contractor, after receipt of written notice of the award of the contract and receipt of the purchase order, shall diligently prosecute same so that it will be fully completed within 150 calendar days. Time is of the essence in the execution of the project. Project completion date: June 30, 2023
