The Contract is anticipated to be effective by December 2022 and is expected to last approximately 2 years for this phase of the Project. Contingent upon Agency's need and Consultant's performance, Agency may amend the Contract for additional time as necessary for Project completion. Selected Proposer will provide the services necessary to develop and implement the Planning and Environmental Linkages ("PEL") process, which will include cost estimating, scoping, conceptual design, public involvement, transportation planning and analysis, traffic engineering and analysis, pre-NEPA, and tolling and pricing evaluation and coordination services, and other related consulting and technical advising services related to the PEL process (collectively, the "Services") for the Project. The PEL process for Boone Bridge will be focused on planning-level analysis and coordination that will lead into NEPA. Further, additional analysis is needed before determining if tolling at Boone Bridge will be needed to support construction funding. The PEL process for Boone Bridge will help answer questions about project cost and whether a separate toll (i.e., a 129 toll) will be needed to fund the Project. Moreover, the Project area currently overlaps with Agency's Regional Mobility Pricing Project ("RMPP") area, and if a separate toll is not needed or pursued, the RMPP would apply assuming the RMPP limits continue to include Boone Bridge. The Services will include coordination of the tolling analysis. Unless an official addendum has modified or reserved the right to negotiate any terms and conditions contained in the Contract or exhibits thereto, Agency will not negotiate any term or condition after the solicitation protest deadline, except the SOW and pricing with the apparent successful Proposer(s) per section 2.4. 10 calendar days prior to the Bid Opening Date in OregonBuys Bid Solicitation page for this RFP DBE Participation Goal Assigned: 8.5%
