RFP Engineering - Reconstruction of Fourth Street (Basin to Mulberry) and Campbell Street (3rd to 4th). The City of Williamsport is seeking a proposal from a qualified professional design firm or teams of firms for "Design Services for the Reconstruction of Fourth Street (Basin to Mulberry)" and Campbell Street (3rd to 4th). Consultant teams are allowed, but one lead consultant will be responsible to carry the contract to completion. The selected firm will be required to deliver the project to PS&E stage (plans, specifications, and estimate), with signed and sealed plans and all construction specifications, along with a final construction cost estimate. The City of Williamsport has secured State grant funding totaling approximately 1.2 million dollars for this work. Proposed design work is as follows: Campbell Street (3rd to 4th): New sidewalk along both sides, along with safety lighting and trees for beautification. This work will require an HOP from PennDOT, as this street is a State Route. The City will obtain the HOP from PennDOT. Fourth St (Basin to Mulberry): Conversion of the street from 1-way to 2-way, including all applicable signal/signing modifications at the Mulberry intersection. New (ADA compliant) sidewalks, lighting, trees for beautification, and light streetscaping (as budget allows). Resurfacing Fourth St, and application of new pavement markings and signage. Bid the project out for the City utilizing the PennBid forum. This is a City project, without PennDOT involvement, (with the exception of Traffic Signal permitting at Mulberry).
