The City of Moscow is seeking Statements of Qualifications from qualified consulting firms for the preparation of a Comprehensive Public Drinking Water and Wastewater Systems Plan ("Comprehensive Plan") consistent with Idaho Department of Environmental Quality (DEQ) and State of Idaho codes and regulations (e.g., IDAPA 58.01.08 and 58.01.16). The City of Moscow is approximately 30 miles north of Lewiston, ID and eight (8) miles east of Pullman, WA, and is the home of the University of Idaho. The City owns and operates Public Drinking Water and Wastewater Systems that serves a population of 26,000 customers in accordance with federal and state statutes and regulations. Comprehensive Plans for the Water and Wastewater Systems (conveyance system only) were developed, independently, in 2011 and 2012. All submitted Statement of Qualification's (SOQ) will be reviewed and rated by the City's Selection Committee. A maximum of three (3) firms may be identified for personal interviews and presentations, which will allow the Selection Committee to become familiar with each firm's qualifications, background, and experience in the preparation of similar plans.
