The project involves provisions of estimating, labor, supervision, travel costs, equipment, materials and other services as specified in this bid package for commercial painting services and within the City of Manchester. The City maintains approximately 70 structures and there is a need for painting services as needed and as funding allows. The City will enter into a written contract for Painting Services with the ability to extend for up to five years based on the bid tabulations. Each to be determined painting project will utilize an approach as follows,
1. Detailed estimate by contracted painter of work to be accomplished and based on bid values.
2. If approved, the City will issue a purchase order for that specific project based on bid tabulated costs of services.
3. The contractor will proceed with the work based on the estimate.
4. Once completed, inspected and accepted by the City including any cleanup, invoice the City for the work. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the written consent of the Department of Public Works. The bid forms must be completely filled out for the various unit cost of work and any forms in the exhibits The contractor and all employees working in Manchester must be OSHA (10-Hr and 30-Hr) and RRP (Lead Renovation, Repair and Painting) certified. It is expected and required that all painting employees working in Manchester will have both the OSHA and the RRP certification copies supplied to the City Facilities manager prior to any work. 1. A Bid Bond for $5,000 dollars is required to be submitted with the Bid and only from a Bonding Company authorized to conduct business in the State of New Hampshire by the State of New Hampshire's Insurance Commissioner. Performance and Payment bonds for the project may be required depending on the total value of the contract. Generally, if a single project exceeds $150,000. Submit an unqualified letter from the bonding company to the effect that they will provide the required performance and payment bonds, each in the amount of 100 percent of future painting projects if greater than $150,000 and should a future project require payment and performance bonds and should the applicant be awarded the contract. 2. The contractor will be responsible for the supply and completion of all aspects of the future projects as defined in this request for bids. The contractor will conduct a thorough review of all of the requested services and must take responsibility for the entire contract. The painting contractor must utilize full time employees and whom are employed by the company submitting the bid and not under subcontract. 3. Provide the City with a one year warranty when each painting project work is final.
