Site work and paving for a mixed-use development in Bellevue, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City of Bellevue Transportation Department (City) solicits interest from consulting firms with expertise in environmental, civil, and structural engineering design. Consultants will be considered for the NE Spring Boulevard (Zone 3) - 124th Avenue NE to 130th Avenue NE project. The work to be performed by the Consultant for the NE Spring Boulevard Zone 3 project will be completed in phases. The first phase will consist of preliminary engineering and environmental analysis for this new multimodal arterial connection between 124th Avenue NE and 130th Avenue NE The project modifies the traffic signals at 124th Avenue NE and 130th Avenue NE and will integrate vehicular traffic, pedestrian, and bicycle movements with the 124th Avenue NE, 130th Avenue NE, Sound Transit East Link Light Rail Transit (LRT) projects, and the other NE Spring Boulevard segments. The roadway cross-section includes a single westbound and eastbound travel lane, with turn lanes at intersections where necessary. The Consultant will elevate structural options to span wetlands, integrate with the future street grid, and determine the crossing of the system Public Purchase, and all LRT alignment. Other improvements include, but not limited to, sidewalks bicycle facilities , illumination landscaping and irrigation, storm drainage and water quality treat- ment, and other underground utilities. The project will evalu ate impacts to and mitigation efforts to wetlands. The project will be designed in coordination with Sound Transit and potential future private development. The project will be designed to reflect BelRed urban design criteria. Future project implementation may occur in phases or include interim facilities dependent upon funding availability. This project has not obtained any federal or state funding to date. However, the City of Bellevuemay pursue federal, state, o other funding opportunities mthe future. All services that are contracted through this RFQ will be in accordance with the WSDOT Local Agencv Guidelines (LAG Manual and with pertaining FHWA regulations and require- ments. The Professional Services Agreement with the successful Consultant firm will conform toall requirements outlined in the Using Consultants chapter of the WSDOT Local Agency Guideline(LAG) Manual. DBE goal(s) may be assigned in future phases. All design work, deliverables and plans submitted to the City shall adhere to all guidelines and requirements outlined in the City of Bellevue Design Standards,Plan Preparation Guidelines, and Plan Submittal Requirements The City will perform third-party Quality Audits on the Consultantwork in progress. The purpose of the Quality Audits is to ensure that the Consultant has met thethat the Consultant has met theset forth in the City's Design Standards, Plan Preparation Guidelines, and Plan Submitta Requirements. The City will with-hold, payment for Consultant workitems found to be not in compliance with the guidelines andrequirements. Withholdings willbe released when the non-compli-ant items are corrected. The City reserves the right, toreject any or all submittals and to waiver irregularities and infermalities in the submittal and evalnation process. The City reserves the right to amend terms of this Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless ofhow much timeand effort Consultants have spent on their responses. This RFQ does not obligate the City to pay anycosts incurred by Consultants in the preparation and submission of their Submittals,Furthermore, this RFQ does not obligate the City to accept or contract for any expressed orimplied services.
