Renovation of a mixed-use development in Plymouth, Wisconsin. Completed plans call for the renovation of a detention facility.
Furnishing and installation of UV-C Air disinfection systems in the Air Handling Equipment at two County-owned facilities. Detailed Scope of Work: o Furnish UV-C Lighting equipment of an appropriate size and configuration so as to maximize disinfection of the air passing through the air handler. o All equipment to be installed shall be non-proprietary in nature with parts and replacement bulbs available from a variety of distributors of the brand of equipment installed. o All equipment to be installed shall be able to be serviced by owners' personnel who have received the proper training related to the safe handling and servicing of the equipment. o Furnish equipment that meets or exceeds Underwriters Laboratories UL standards. o Furnish all electrical accommodations necessary to power the equipment in accordance with the National Electrical Code. o All equipment is to be furnished and installed so as to meet or exceed the most current ASHRAE Standards. o Furnish ancillary equipment such as door interlock switches, inspection view ports and other hardware to assure the equipment is installed in such a fashion as to promote safety to those who service the air handlers in the future. o Installation to occur on an air handler by air handler basis and shutdown of the equipment to complete the installation will need to be carefully planned with facility staff. o The Contractor shall arrange for the coils in the air handler to be cleaned just prior to installation of the equipment to assure that the new equipment is installed in as clean of an environment as possible. o The Contractor shall arrange for training of facility staff in the proper care and maintenance of the new equipment,safety guidelines to be observed when working in and around the equipment and training related to the periodic replacement of the bulbs. o Contractor shall be responsible for the connection of the equipment to the Building Automation System in each building including the cost of any programming by the BAS Contractor ESI/CBRE. o One unit at Rocky Knoll Health Care Center exclusively serves the Kitchen and operates on 100% outdoor air does not require UV-C Lighting. o One Unit at Rocky Knoll Healthcare Center is scheduled for replacement. RTU # 1 known as "Big Red" will be replaced with installation to occur in early Spring 2023. The unit that will be installed is a 70-ton Rated AAON Package RTU. The Contractor will be expected to include equipment and installation for this unit including electrical, door interlock mechanisms and viewing ports. In order to be considered, Sealed bids on approved forms, are to be received no later than the date and time above in the office of the Purchasing Agent, County of Sheboygan, 508 New York Avenue, Sheboygan, WI 53081. A single contract will be awarded for providing all services as defined. In order to be considered, bids must be accompanied by a Bid Bond or Certified check in an amount not less than 5% of the total lump sum bid to act as surety that if awarded the work, the bidder will successfully complete the contract phase. A Performance and Payment bond in an amount not less than 100% of the lump sum bid amount will be required to be provided to the County of Sheboygan within ten days of receipt of the notice of award. All bids received must remain in effect for not less than 90 days following the due date. Attention is called to the fact that this project is funded through the American Rescue Plan Act (ARPA) grant . The bidder's attention is also called to the Notice for the Requirement of Affirmative Action to insure Equal Employment Opportunity for employment of women and minorities in the project area. In addition, it is the policy for this project that minority business enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funding under this agreement. Attention of bidders is further called to the fact that the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, sex, religion or national origin. Federal requirements for equal opportunity (Executive Order 11246, Segregated Facilities section 3 and section 109 and the conditions of employment and wage rates to be paid under the contract. A Mandatory pre-bid conference will be held on Wednesday October 26, 2022 Beginning at 10:00 AM at the Rocky Knoll Health Care Center, N7135 Rocky Knoll Parkway, Plymouth WI 53073. At 1:00 PM Local time we will meet at the Sheboygan County Detention Center, 2923 South 31st Street, Sheboygan WI 53081. In order to be considered, all bidders must have a representative in attendance at the pre-bid conference. The successful contractor shall maintain, and furnish a certificate of insurance to the Purchasing Agent for Worker's Compensation Insurance for all workers on this contract, as well as Public Liability and Property Damage Insurance, including Contractors Contingent and Protective Insurance, as will protect him and any subcontractor performing work covered by this contract, from claims for damages for personal injury, including accidental death as well as claims for property damages which may arise from operations under this contract. The contract document will accompany a County of Sheboygan Purchase Order referencing the terms and conditions of the bid documents. All bids received shall remain in force for not less than (90) Ninety days following the bid due date. The County of Sheboygan is exempt from Federal Excise Tax and State Sales Tax. Bids shall be made exclusive of these taxes. Certification will be furnished to the successful bidder upon request. The County of Sheboygan reserves the right to reject any or all bids, cancel this solicitation, to waive informalities in the bidding process, or to accept any bid considered most advantageous to the County of Sheboygan. This project encompasses the furnishing and installation of UV-C lighting disinfection equipment into the air handling equipment of two County-owned buildings that operate on a 24 hour, 7-day per week basis. The first building, The Sheboygan County Adult Detention Center is a 291 Bed Correctional facility located in Sheboygan serving the adult population. The second, Rocky Knoll Health Care Center is a 125 Bed skilled Nursing and short-term rehabilitation facility located in Plymouth WI. The intent of this solicitation is to contract with a firm for the complete, turnkey installation of UV-C lighting of an appropriate size and configuration as to add disinfection capabilities to all of the air handling equipment in each of the buildings. One Unit at Rocky Knoll serving the kitchen operates using 100% outdoor air and is not included in the bid. This would include furnishing of the lighting, electrical provisions to power the equipment, additional safety features such as door interlocks and external sight glasses and complete installation of the equipment. Additionally, the Contractor will provide assistance with integration of the equipment into the facility(s) BAS Software system and provide training to staff on the care and maintenance of the equipment.
