A contract will be awarded to the responsive, responsible bidder submitting the lowest bid, as set forth in the Contract Documents, the right being reserved by the Township to reject all proposals or any proposal which may be informal or the acceptance of which for any other reasons would be detrimental to the best interests of the Township, and to waive informalities. All bids must be made on the forms furnished by the Township. Bids on any other forms will not be accepted. Bids shall be addressed to Nicola Marucci, PE/PLS, Township Engineer/ Director of Public Works, Township of Montville, 195 Changebridge Road, Montville, NJ 07045. Each Proposal must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the designation "TOWNSHIP OF MONTVILLE, SEALED BID, MONTVILLE ANIMAL SHELTER ALUMINUM WINDOW REPLACEMENT PROJECT" Any envelope that is received that is not properly marked causing it to be opened prior to the bid will be invalidated. Bids may be received before the hour designated in this office, if they are mailed or hand delivered in person. The Township of Montville will not be responsible for any bid that is sent by mail or other form of carrier which is lost or which arrives after the bid date and time. Bidders shall comply with the Affirmative Action Requirements set forth in N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. The Township reserves the right to reject any or all bids, or any part thereof, waive informalities therein, and to award the bid in the best interest of the Township. The Township requires a contractor to furnish and install five (5) new operable windows which will be of proper size and shape to replace existing fixed windows at the Animal Shelter, as indicated in the drawing below. The windows will meet or exceed the technical specifications herein. Contractor will be responsible for all final measurements of the window openings and manufacturing the windows accordingly. All work shall be preauthorized by the Director of Public Works. The Contractor shall be responsible for the mobilization and demobilization of manpower resources and equipment. The Contractor shall have any and all tools available that would be required to complete the project on the Township's infrastructures. The Contractor shall restore the project site to existing conditions and the conditions as required by the project documents. The Contractor shall obtain all appropriate permits from the Township of Montville Construction Department, should they be required.
