The work to be done is related to City Hall's existing elevator and includes, but is not limited to, the modernization of the elevator machine room equipment, hall and car signals fixtures, hall and car door equipment, cab interior, and related control systems such as electrical and fire life safety. The City of Laguna Woods is requesting bids from qualified bidders - including Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Disadvantaged Business Enterprise (DBE), Disabled Veterans Business Enterprise (DVBE), Small Business Enterprise (SBE) and Section 3 license contractors and suppliers - for its "City Hall Refurbishment and Safety Project: Phase 3 (Part A)." The Contractor must have a C-11 - Elevator Contractor License in good standing at time of contract award and maintain such in full force and effect for the entire duration of the Contract. No award will be made to a contractor who has not been licensed in accordance with the provisions of the California Business and Professions Code. Subcontractors must be licensed as required by applicable law. Prevailing Wage Requirements - In accordance with the provisions of Section 1770 et seq., of the Labor Code, the Director of Industrial Relations of the State of California has determined the general prevailing rate of wages applicable to the work to be done. The Contractor will be required to pay to all persons employed on the project by the Contractor sums not less than the sums set forth in the documents entitled "General Prevailing Wage Determination made by the Director of Industrial Relations pursuant to California Labor Code, Part 7, Chapter 1, Article 2, Sections 1770,1773,1773.1" Department of Industrial Relations Registration Requirement - No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No bid will be considered unless it is made on a proposal form furnished by the City of Laguna Woods. All proposals and bids shall be accompanied by cash, a certified bank draft, or a bond, from an accredited surety company, all clearly payable to the City of Laguna Woods for an amount not less than 10% of the bid submitted. The bid security will be declared forfeited if the successful bidder refuses or fails to enter into a contract within 10 days following receipt of the Notice of Award with the contract documents. The successful bidder is required to furnish a Labor and Materials Bond in an amount that is one hundred (100%) of the contract and a Faithful Performance Bond in an amount equal to 100% of the contract; the bonds to be secured by a surety company or surety companies satisfactory to the City Attorney of the City of Laguna Woods.
