Renovation of a residential development in Johnston, Rhode Island. Completed plans call for the renovation of a residential development.

The work generally consists of construction of a CSO outfall project at the site known as Outfall 205 in Pawtucket, RI. Work includes preparation of the site grading, construction of a diversion structure, utility relocation, gate and screening facility, control building, retaining wall, bike path, consolidation conduit, and construction of an approach channel at Outfall 205, located at 5 Central Avenue, Pawtucket, Rhode Island. Each Bidder shall agree to fully complete the Project, including all punch list items, within 640 consecutive calendar days from the date stipulated in the Notice-to-Proceed to commence Work. Each Bidder further agrees to pay delay damages as specified in the Agreement. Each BID shall be accompanied by a bid deposit in the amount of 5 percent of the Total Bid Price. This bid security shall be in the form and subject to the conditions provided in the Information for Bidders. Successful bidder must furnish 100 percent Performance Bond and 100 percent Payment Bond. Attention of Bidders is particularly referred to the State requirements as to conditions of employment to be observed and wage rates to be paid under the Contract as on file in the Rhode Island Department of Labor, Office of the Director. All terms, conditions, and provisions of Chapters 12 and 13 of Title 37, General Laws of Rhode Island, 1956 as amended, shall apply to all bidders, and the provisions of said Chapters 12 and 13 of Title 37, General Laws of Rhode Island, 1956, as amended, are incorporated herein by reference thereto. The Bidders attention is called to the Equal Opportunity Clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications set forth herein. This project is subject to Chapter 37-14.1 of the Rhode Island General Laws and regulations promulgated there under, which require that ten percent (10%) of the dollar value of work performed on the project be performed by minority and/or women's business enterprises. The successful Bidder will be required to provide the maximum practicable opportunity to small and minority business enterprises to participate in this Contract. Bidders on this work will be required to comply with the Presidents Executive Order No. 11246 and amendments or supplements to the Executive Order and EPA Form 5720-4. These goals are applicable to all the Contractors construction work (whether or not it is federal or federally assisted) performed in the covered area. If the contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the contractor also is subject to the goals for both its federally involved and nonfederally involved construction. The Contractors compliance with the Executive Order and regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a) and its efforts to meet the goals established for the geographical area where the contract resulting from this solicitation is to be performed. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractors goals shall be a violation of the contract, the Executive Order and the regulations in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed. The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the name, address and telephone number of the subcontractor; employer identification number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontract; and the geographical area in which the contract is to performed. As used in this Notice, and in the contract resulting from this solicitation, the covered area is Pawtucket, Rhode Island in Providence County. No Bidder may withdraw his bid within 90-calendar days after the actual date of the openings thereof. The Owner reserves the right to waive any informality and/or to reject any or all bids. To receive consideration, all questions shall be submitted by e-mail to NBCBidding@Stantec.com at least ten working days before the established date for receipt of Bids. The Engineer will review and consolidate questions received before the deadline, prepare written answers, and respond by Addenda sent at least four days prior to the receipt of Bids to those prospective bidders known to have taken out sets of the Contract Documents
