The purpose of this RFP is to hire a Consultant to identify, assess, prioritize and plan for safe, low maintenance, functional, accessible and aesthetically pleasing infrastructure that aligns with the current and future needs of staff and Park patrons. Inclusivity, accessibility, and CPTED (Crime Prevention through Environmental Design) are prioritized mandates and should be a fundamental target for all options. The reduction of operational and maintenance expenses and burden is also of significance. The consultant team will be responsible for ensuring that all documents and all activities conform to Alberta Park's Standards and industry best practices with respect to site development, structural and architectural design and construction, and campground operation and capacity. The Project will be delivered in the following three Phases, further detailed in Schedule 'A' - Schedule of Services: Phase I - Information Gathering: Gather information to review the current state of the existing Park and its infrastructure. Engage stakeholders and staff to complete a needs assessment. Phase II - Assessment and Analysis: Identify, assess, analyze, and recommend options for infrastructure repair, replacement, upgrade or decommissioning. Consider financial impacts on operation and capital budget planning and decision making. Develop an implementation strategy for the recommended options. Phase III - Recommendation Report: Prepare a comprehensive report detailing findings and recommendations including options, costing summaries, and basic concept sketches. Present findings to Parks project team. The objective of the project is to develop options and recommendations based on detailed condition assessments and operational needs to determine a prioritized approach for refurbishment and upgrade of Carson-Pegasus Provincial Park in order to maintain a sustainable recreation area for the next 25 years. Based on recommendations, Capital Infrastructure Development and Implementation (CIDI) will be able to prioritize and plan for the capital investments over the next 2-10 years.
