The bid specifications, drawings, plan holders list, addenda, and other bid information shall be available for viewing at the Lackawannock Municipal Building during normal business working hours. The project consists of the removal of an existing 9' x 6.5' x 28' Corrugated Metal Pipe and concrete headwalls and installation of a new 10.5' x 5.6' x 28.5' Aluminum Alloy Structural Plate Box Culvert with headwalls and wingwalls, and other minor site improvements. Each bid shall be accompanied by a Certified Check or Bid Bond in the amount of not less than 10% of the total bid. A 100% Performance & Payment Bond is required for this work. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or award of the grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date provided the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bids received after the stated time will be returned unopened. The Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Township, and to reject any or all proposals. Prevailing wages established under the Pennsylvania Department of Labor and Industry will apply to this contract. The Contract Documents contain requirements addressing prevailing labor wage rates, labor standards, Steel Product Procurement Act and related matters.
