The Project generally consists but is not necessarily limited to the following major items: The major construction items will include but not necessarily be limited to: Installation of 4100 feet of 6-inch transmission/distribution main piping, 15 replacement and new gate valves, 7 replacement and new fire hydrants, 37 new meter pits and service lines, and a reservoir level control valve, all included in the Base Bid. An additional 1160 feet of 6-inch distribution main and 11 new meter pits and service lines are included in the Additive Alternate. The Contract Documents consisting of half-size Drawings and Project Manual may be viewed by either electronic documents on-line, or in hard copy at the Issuing Office. Contractor(s) and all subcontractors will be required to obtain a Tribal Business License prior to award of the contract. The Tribal Business License is not required for bidding purposes. This license may be obtained from the Oglala Sioux Tribe Revenue Office. All laborers and mechanics employed by Contractors or subcontractors in performance of the construction work shall be paid the higher of either Davis-Bacon wages at rates as required by the Secretary of Labor or as established by the Oglala Sioux Tribe. The Contractor shall give preference to the employment of Indians in accordance with the Tribal Employment Rights Office (TERO) and the Instructions to Bidders section of the Contract Documents. The Contractor(s) is required to be an Equal Opportunity Employer and the requirements of Executive Order No. 11246 as amended, apply to this project. Employees and applicants for employment must not be discriminated against because of their race, color, religion, sex or national origin. The requirements for Bidders and Contractors for all required Orders and Acts are found in the Project Manual. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to Oglala Sioux Tribe in an amount not less than five percent (5%) of the total amount of the bid. Successful Bidders shall furnish an approved Construction Performance Bond and a Construction (Labor and Materials) Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Indian preference of five percent (5%) of the low bid will apply to this project. This project is funded in part or in whole with grant/loan funding from USDA Rural Utility Service. Award of the project will be contingent upon receiving funding and award concurrence from USDA Rural Utility Service. No bid may be withdrawn after the scheduled time for the public opening of the Bids specified above. The right is reserved to reject any or all Proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the Oglala Sioux Tribe.
