Notice is hereby given that sealed bids will be received by a Township Committee for: EMERGENCY AND NON EMERGENCY TREE SERVICES - 2023 OCTOBER 2022 Bids shall be made only on the Form of Proposal provided. Only parties who acquire bidding documents from the Engineer as set forth above shall be eligible to submit bids. Inquiries during bidding shall be written and sent to the Engineer by mail, or facsimile transmission and shall thoroughly describe the nature of the inquiry. The Engineer will only respond to what he deems as legitimate inquiries which could have an impact on the bid proposal. No inquiries will be entertained less than ten (10) calendar days prior to the bid due date. The Engineer will not respond to telephone inquiries. Bids must be enclosed in sealed envelopes, bearing the name and address of the bidder, the name of the job, the time and date designated for the receipt of bids, addressed to Purchasing Agent of the Township of West Orange. No bidder may withdraw his bid within sixty (60) days after the actual opening of the bid thereof pursuant to N.J.S.A. 18A-36. The owner intends to award contracts for this work in accordance with the law. The owner reserves the right to reject any or all bids and to waive any informality in the bidding if it is in the best interest of the Owner to do so. If any bidder is a foreign corporation, one that is a corporation not chartered under the laws of the State of New Jersey, but licensed to do business in the State of New Jersey, he must submit with his Bid, an affidavit duly executed by the President of the Corporation, stating in said affidavit that said Corporation has, in accordance with the laws of the State of New Jersey, obtained a certificate authorizing it to do business in the State of New Jersey. In accordance with the provision of N.J.S.A. 10: 5-33 all bidders are placed on notice that they are required to comply with the requirements of P.L. 1975, Chapter, Chapter 127 (NJAC 17:27). Each bidder shall submit proof of approval of its affirmative action program of equal opportunity by the State Treasurer in accordance with the requirements of the N.J.S.A. 10:5-34. All Contractors and Sub-Contractors are required to be registered by the New Jersey Department of Treasury, Division of Revenue at the time bids will be received by the Owner pursuant to the Business Registration Act (P.L. 2004, c. 57, N.J.S.A 52: 32-44). All contractors are required to be registered by the New Jersey Department of Labor at the time bids are received pursuant to the Public Works Contractor Registration Act (P.L. 2003, c.91, N.J.S.A.34:11-56.51). Bidders are required to comply with the requirements of P.L. 1963, c.150 (Prevailing Wages) where applicable and P.L. 1977, c.33 (Disclosure Statement).
