The NVRC is not responsible for electronic Proposals that are not received before the Closing Time. Proposals submitted by email will be deemed to be received based upon the receipt time stamp of the NVRC's email gateway. It is the sole responsibility of each Proponent to ensure their compete Proposal(s) is/are received as intended. Proponents submitting Proposals close to the Closing Time, do so at their own risk as late Proposals will not be considered or evaluated. The NVRC will not be responsible or liable for ensuring that any electronic email system being operated for the NVRC is in good working order, is able to receive transmissions, or for any delay for any reason to electronic submissions, including technological delays, spam filters, firewalls, job queue, file size limitations, etc. Proponents are advised that the NVRC's email server does not accept .zip nor .rar files (which will be rejected), and that the maximum file size accepted by the NVRC's email system is 35 MB. In the event the Proponent's email is rejected by the NVRC's email system, or if a receipt confirmation is not received back from the NVRC, the Proponent should immediately contact the primary contact person named herein. It is the Proponent's responsibility to allow for sufficient time prior to Proposal Closing to address any technological problems that may be encountered during the process of emailing their Proposal. Proponents are advised transmission of Proposals can experience delays due to file size transfer, transmission speed, etc. Therefore, NVRC encourages Proponents to allow sufficient time to submit their Proposals and resolve any issues encountered to ensure the successful receipt of their Proposal by NVRC. NVRC will send a confirmation email to the Proponent advising that their Proposal was submitted successfully. Proponents who do not receive a confirmation email should contact purchasing@nvrc.ca. The North Vancouver Recreation & Culture (NVRC) provides a range of recreation and culture services on behalf of the District of North Vancouver and the City of North Vancouver and operates a number of recreation facilities located at various locations within the municipalities. NVRC invites Proposals from consulting firms ('Proponents") to prepare an Indoor/Outdoor Recreation and Sports Plan (the 'Sports Plan') for the City of North Vancouver (the 'City') and the District of North Vancouver (the 'District'). The Sports Plan is needed to identify the future needs of the communities and then provide recommendations on capital investment priorities for indoor and outdoor municipal recreation and sports facilities and amenities. The resulting report will help inform the City's and the District's long term financial planning processes and support NVRC's mission to improve the health and well-being of all North Vancouver individuals, families and communities. The project is expected to take approximately 12 months, with completion by the end of 2023. Proponents with a demonstrated expertise conducting indoor and outdoor community recreation needs assessments, capital planning, developing decision-making frameworks and innovative community engagement programs are invited to submit a Proposal. The Method of Contractor Selection has not been determined at this time.
