Sources Sought Notice No. SS-2023-2014 for "Metal Recycling Services" for the National Renewable Energy Laboratory Background: The National Renewable Energy Laboratory (NREL) is a national laboratory of the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), operated and managed by the Alliance for Sustainable Energy, LLC. NREL advances the science and engineering of energy efficiency, sustainable transportation, and renewable power technologies and provides the knowledge to integrate and optimize energy systems. Located in the foothills of Golden, Colorado, NREL is the only federal laboratory dedicated to the research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. The Alliance for Sustainable Energy, LLC (the Alliance), as the Prime Contractor for the DOE to manage and operate NREL, is seeking a subcontractor to provide Metal Recycling Services for multiple NREL facilities in the state of Colorado. Objective: The objective of this Sources Sought Notice is to identify potential contracting companies that are qualified and capable of meeting the project objectives under a total small business set-aside. The project objective, at a high level, is to provide all labor, tools, equipment, materials, and incidentals required or implied for complete and satisfactory collection and shredded destruction of recycled metal on an as needed basis. Project Details: The subcontractor shall provide all labor, tools, equipment, materials, and incidentals required or implied for complete and satisfactory collection and shredded destruction of recycled metal on an as needed basis. General Requirements include: 1. The Subcontractor shall provide metal recycle containers and collection service. a. The Subcontractor shall supply 30 cubic yard metal containers. b. The Subcontractor shall supply a gaylord boxes for copper recycling. c. The Subcontractor's container should be in new or like new condition. d. Container specifications shall be approved by NREL. 2. The Subcontractor shall swap out bins as needed and within 48 hours of being notified. a. All recycled metal shall be shredded by the Subcontractor. b. If the Subcontractor experiences any fluid leak of their vehicle/machinery on-site, they must stop and report it to the Technical Monitor as soon as possible. c. The Subcontractor shall leave the pickup areas free of any debris or trash. d. Recycle containers are to be placed back in their designated areas after each pickup. 3. The Subcontractor shall provide the following: a. A list of acceptable and unacceptable recyclable items for collection at NREL (updated as criteria change). b. Subcontractor shall furnish documentation of each container, net weight, date of pick up and dollar amount per ton. c. Subcontractor shall provide certificate of destruction per load. 4. The Subcontractor shall provide a written report each month. The minimum data required in the monthly reports includes: a. Dates and times of all pickups. b. Documentation of each container, net weight, date of pick up and dollar amount per ton. c. Number and location(s) of special containers provided on request. d. Numbers of additional unscheduled metal recycling pick-ups requested by NREL by location. e. Pick up charges. f. Weights of the weekly pickup by diversion stream. Other Requirements: 1. If NREL asks for a container to be removed, changed, or added at a new facility or for set pickup frequency, the price for service shall be prorated on a per yard basis. 2. NREL makes no guarantees of minimum quantities of recycled metal to be discarded from individual facilities. 3. The Subcontractor shall comply with all safety requirements as applicable at the following website: https://www.nrel.gov/about/ehs-construction.html 4. The Subcontractor shall afford NREL the advantage of all known and available cash and trade discounts, rebates, allowances, credits, salvage, and commissions. The Subcontractor shall provide an accounting and payment to NREL via EFT for all rebates derived from the salvage of recycled metals associated with this subcontract on a weekly basis. If no pickups have been made within a week that qualify for rebates, the Subcontractor may provide rebate payment during the following weekly pay cycle. Solicitation Details: The Alliance is seeking to determine the appropriateness of a total set aside to small businesses. The volume of qualified responses received from this Sources Sought Notice (Step 1) will inform NREL's decision regarding the Request for Proposal (RFP - Step 2) set aside status. Step 1 Selection (SSN): Parties that meet the minimum criteria outlined herein are encouraged to submit their capabilities statements. Submitted capabilities statements that meet the Alliance's stated criteria will be included in the source list to receive the planned RFP. Step 2 Selection (RFP): In the second and final step, offerors will be asked to demonstrate their technical approach to the project as well as a firm price to perform the work. This step may include oral presentations from as a part of the final selection. At the conclusion of the two steps, the Alliance intends to enter into a single subcontract with the selected offeror for the duration of time identified in the selected offeror's proposal at the conclusion of negotiations with NREL. Historical Order of Magnitude: The historical spend for these services ranges from $1,000.00 to $5,000.00 per year. Small-Business Requirements: This subcontract is planned as a 100% small business set-aside. The NAICS code applicable to this Sources Sought is 562111. Period of Performance : This project will have a base period of performance totaling twelve (12) months or 365 days, plus four one-year option periods totaling twelve (12) months of 365 days. The total Period of Performance, if all options are exercised, shall not exceed sixty (60) months. Submission Requirements: 1. The Subcontractor shall provide a narrative of the Offeror's company expertise with projects of similar scope, size, and complexity. NREL is seeking information from the Offeror that demonstrates the Offeror's capability to self-perform and manage lower-tier subcontractors with regards to safety, security, schedule, cost and administrative requirements. In the response to this Sources Sought Notice, Offerors shall highlight the depth and breadth of resources that can be brought to the project to ensure completion on schedule. Offerors shall identify the processes for communication with the project manager, schedule management, quality assurance, subcontractor management, and staff coordination. In addition to the above, the Subcontractor is encouraged to provide project experience working with state or federal agencies. 2. Capability: NREL is seeking a subcontractor has demonstrated success with similar projects, has experience with federally funded projects, is knowledgeable with challenging schedules on project delivery, and is well versed and skilled in effectively integrating with all project team stakeholders. Please complete the following tables and include in your Capabilities Statement. 1 General Requirements Experience: Yes/No Years' Experience (if applicable) 1.1 Providing 30-cubic yard and gaylord containers for material pickups. 1.2 Servicing bins within 48-hour of customer request. 1.3 Provide a list of acceptable and unacceptable materials to customers. 1.4 Furnish documentation on containers and certificates of destruction. 1.5 Provide Written Monthly Reports. 2 Other Requirements Experience: Yes/No Years' Experience (if applicable) 2.1 Flexibility in number of containers provided. 2.2 Flexibility in total volume of materials per pickup. 2.3 Compliance with customer-provided safety requirements. 2.4 Provide rebates to customer from the salvage of customer supplied recycled metals. 4.
