Site work, paving and new construction of a civil project in Canton, Ohio. Completed plans call for the construction of a road / highway; for site work for a road / highway; for paving for a road / highway; water / sewer project; and water / sewer project.

The construction required will consist primarily of the installation of a new sanitary duplex lift station, approximately 61 lineal feet of 12 gravity sewer, 220 feet of 10 HDPE directionally drilled force main, 1 manhole, 55 vertical feet of manhole lining, and 1,003 lineal feet of 12 cured-in-place liner to replace the existing pump station and rehabilitate the downstream gravity sewer collection system. This work includes all electrical service, emergency/backup power, paving, site work and restoration necessary to pump existing and future wastewater flows entering the Lift Station 17, Meyers Lake. The contractor is to initiate construction and mobilize within 30 days from the notice to proceed. The total contract duration is 210 calendar days. Failure to meet milestones will result in liquidated damages. The Contractor shall give special attention to Section XI Supplemental Conditions SGC.52 and SGC.53 for potential times extension and material cost increases. Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Commerce. Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications. All bids shall be delivered to the office of the Stark County Commissioners, at or prior to the date and hour specified for receiving bids. This proposal is in response to a Request for Proposal email from the Stark County Metropolitan Sewer District (SCMSD) on September 9, 2021, and follow-up emails and conversations between September 9 and September 29, 2021. The September 9, 2021, email included an eight-page Geotechnical Request for Proposal document and a seven-page pdf showing the requested boring locations and depths. A site reconnaissance visit was performed by WGE on September 15, 2021. On September 21, 2021, WGE met with SCMSD personnel to discuss access to several of the requested boring locations. Subsequent to the site meeting, a revised RFP was provided to WGE via email on September 21, 2021. On November 17, 2021, the SCMSD provided an email containing preliminary Lift Station LS 17 details (Sheet 09 of 17) including plan and cross-section views of the lift station as well as anticipated dimensions of the lift stations at two (2) other sites. The Meyers Lake (Lift Station LS 17) site is located in the parking lot of Meyers Lake Plaza, east of the intersection of 16 th Street NW and Whipple Avenue NW. The project includes a new lift station and section of gravity sewer. The new lift station will be comprised of an 8-foot-diameter, precast concrete wet well with a 14-foot by 6-foot valve vault. The approximate bearing depth of the precast concrete bottom slab of the wet well will be about 24 feet below existing site grades. The valve vault will have a precast concrete base that will bear about 8 feet below existing site grades. The structures will have gravity sewer inlets and force main piping. They will also include post hole foundations for electrical racks and a concrete pad for on-site generators. Structural loading information was unavailable at the time of this report but has been assumed to be relatively light in magnitude. The gravity sewer invert will be about 9 feet below existing site grades. The sewer could be installed via either open cut or trenchless (directional drilling) techniques. Pavement repairs will be performed as needed. The existing lift station at the LS 17 site is located near Latitude 40.815824o North, Longitude 81.424100o West. The new lift station will be located nearby the existing lift station. The project site currently includes the existing pumping station and area of existing asphalt parking lots and drives. Based upon topographic data available on Google Earth, existing site grades along the project alignment range from about Elevation 1112 to 1113 feet MSL at the LS 17 site. It is anticipated that minimal to no site regrading will be required at the project location. In the case of corporations not chartered in Ohio, the bid shall be accompanied by a proper certificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio. Each bid shall be accompanied by a bid guaranty in the form of 1) a certified check, or cashier's check, or letter of credit, equal to 10% of the bid; 2) a bid guaranty bond for the full amount of the bid; both forms of guaranty as provided in Chapter 153 of the Ohio Revised Code and in the project specifications. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award the bidder and surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid. Each bidder must ensure that no employees or applicants for employment are discriminated against because of race, color, religion, sex, handicap or national origin. Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio and or American made products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor s Executive Order 84-9 shall be required. Domestic steel use requirements as specified in sections 153.011 of the Ohio Revised Code apply to this project. Copies of section 153.011 of the Ohio Revised Code can be obtained from any of the offices of the department of administrative services. The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid or combination of bids that is deemed most favorable to the County at the time and under the conditions stipulated. The Commissioners further declare that they will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid. The Specifications contain a Bidder's Profile designed to gather certain information that may be considered in this regard. No single factor will control the Board's decision to award, and the Board reserves the right to exercise its full discretion.
