Demolition, site work, renovation and addition to a multi-residential development in Blakely, Pennsylvania. Completed plans call for the addition of a five-story above grade multi-residential development; for the demolition of a multi-residential development; for the renovation of a multi-residential development; and for site work for a multi-residential development.
This Invitation is extended by the Housing Authority of the County of Lackawanna for the construction of the described project. Sealed bids are invited for a single prime contract for Blakely High-Rise Elevator Addition, Railroad Avenue Blakely Pa. The Housing Authority of the County of Lackawanna in accordance with Title IV of the U.S. Civil Rights Act of 1964, notifies all Bidders that it will affirmatively insure that they will be afforded full opportunity to submit Bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. Attention is called to Section 3 of the HUD Act of 1968, Section 3 helps create employment for low-income people or that provide employment to low-income people. Description of Work: The work of this project generally includes construction of a five-story masonry elevator/vestibule addition to the existing five-story apartment building including an Otis Traction Elevator or equal in accordance with Plans and Specifications prepared by KBA Engineering, p.c., Project Architect/Engineer. Work Includes General Construction (including Sitework, HVAC Construction, Plumbing and Electrical Construction). Receipt of Bids:The bid must be accompanied by a Certified Check or Bid Bond in the amount of (10%) of the Bid amount, made payable to H.A.C.L. The Housing Authority reserves the right to reject any or all Bids or portions thereof or to waive any informalities in the Bidding. Documents may be reviewed at the office of KBA or the LCHA Administrative Office located at 2019 W Pine Street Dunmore, PA 18512 during normal business hours (M-F 9:00 AM until 3:00 PM) . All requests for documents will require the following information to be submitted with the request: The requesters name, company name, contact name, address, telephone number and email address. Prime Contractors purchasing bid documents must register when purchasing documents to ensure that they will receive information issued during the bidding period. Performance Bonds: Successful bidders will be required to furnish and pay for Performance and Labor and Material Bonds which are acceptable to the Housing Authority of the County of Lackawanna. Bidders proposals must be accompanied by a certified check, certified bank treasurers check, bank cashiers check or bid bond in the form provided in the Contract Documents. The surety shall name as payee or obligee the Lackawanna County Housing Authority. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. Wage Requirements; Equal Employment Opportunity: Attention is called to the wage and equal employment opportunity requirements of this project, as contained in the Bid Documents. All workers employed on this project shall receive the proper wages for the particular job(s) they are doing according to the Wage and Hour Schedule included in this Specification. Prevailing wages as established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor rates, nondiscrimination in hiring practices, specifications and related matters The work of this project generally includes construction of a five-story masonry elevator/vestibule addition to the existing five-story apartment building including an Otis Traction Elevator or equal in accordance with Plans and Specifications prepared by KBA Engineering, p.c., Project Architect/Engineer. Work Includes General Construction (including Sitework, HVAC Construction, Plumbing and Electrical Construction) The contractor shall furnish all labor, materials, equipment, machinery, apparatus and tools and perform all operations necessary to install, equip, adjust and to put into satisfactory operation the work of the project, including installation of an Otis Gen-3 3500 lb., 200 fpm gearless machine-room less electric traction elevator and shall so connect the various items or sections of the work so as to form a complete and operating whole.
