The scope of work includes full architectural and/or engineering services for various projects at AHC-owned properties throughout the state of Alabama. The projects will vary in size, complexity, and duration. The work may include, but is not limited to, roof replacements, exterior and interior building restoration, and exterior and interior painting projects. The term of the agreement will be for two (2) years with an option to renew for two (2) additional years. The Alabama Historical Commission (AHC) was created on August 19, 1966 when Governor George Wallace signed Act Number 168 of the Special Session. The Commission is the agency designated to carry out the state's responsibilities under the National Historic Preservation Act of 1966 as amended and operates under the provisions of the Code of Alabama 1975. The AHC works to accomplish its mission through two fields of endeavor: Preservation and promotion of state-owned historic sites as public attractions; and, statewide programs to assist people, groups, towns and cities with local preservation activities. The Applicants shall demonstrate experience with preservation, rehabilitation, restoration, and reconstruction of historic buildings in accordance with the Secretary of the Interior's Standards for Treatment of Historic Properties; experience with full project management from project inception through completion of construction; and knowledge of and experience with the Alabama Division of Construction Management (DCM's) procedures and forms for design and construction projects. All DCM procedures, as well as any other applicable requirements from funding sources shall be utilized on this project. The Applicants and consultants shall hold current professional licenses and be registered in the State of Alabama. Applicants will be selected on the basis of experience and qualifications of the firm and consultants; capability and ability to perform the work in a timely manner; experience and range of services provided by proposed team; professional experience with projects of similar complexity and scope; and the capability and ability to perform the work in a timely manner. Points will be assigned for the above qualification. Minority Business Enterprise and Woman Business Enterprise Firms participation and collaboration are encouraged. The Awarding Authority/Owner reserves the right to reject any or all qualifications and to solicit additional qualifications, through the RFQ process, if that is determined to be in the best interests of the State of Alabama.
