Question Submission Close Date 11/29/2022 12:00 PM EST West Virginia University on behalf of its Board of Governors ("BOG") located in Morgantown, West Virginia ("WVU" or "University") is initiating this Request for Bids ("RFB") from qualified, experienced, and licensed Contractors for the replacement of specific portions/repair of the Innovation Building in Beckley WV. The bid/proposal process is highly controlled. To protect the integrity of the process, any questions or clarifications regarding this Request for Bid/Proposal must be handled through the Department of Procurement, Contracting, & Payment Services. SUBSTANTIAL AND FINAL COMPLETION - The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated below. The date of issuance of the West Virginia University's Notice to Proceed and/or Contact shall be used to calculate Substantial and Final Completion if contract time stated below is in number of calendar days. Project Dates: May 8, 2023 through May 26, 2023 Substantial Completion shall be May 23, 2023 Final Completion shall be May 30, 2023 Final Completion is considered when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the owner. LIQUIDATED DAMAGES - The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. Liquidated Damages shall be Five Hundred Dollars ($500) per Calendar Day of delay in achieving Substantial Completion and Two Hundred and Fifty Dollars ($250) per Calendar Day of delay in achieving Final Completion. Provide and maintain all enclosures, fencing of construction areas, interior protection, exterior protection, and ground protection as necessary. a. Interior protection shall be required at all access areas. b. Access is restricted and contractor shall minimize construction traffic. c. Staging area is limited, and access shall be provided to the Parking Garage at all times during the Roof Renovation Project. d. Exterior protection shall be provided for all pedestrian and vehicle traffic. 2. Provide and maintain protection on all roof sections where materials are to be transported over the sections to the designated staging area as necessary
