Site work and new construction of a communication facility in Kewaskum, Wisconsin. Conceptual plans call for the construction of a communication facility; and for site work for a communication facility.

*Per Owner, chose to sole source this project.* Scope of Work: The project scope of work generally consists of the construction of (2) new radio communication tower sites, tower structural modifications at (1) existing tower site, and site improvements at (1) existing tower site. Work includes installation of new towers, structural modifications of and existing tower, installation of a prefabricated precast equipment shelter, backup generator system, ice bridges, chain link fenced compounds, site grounding systems, and other general site improvements. Tower steel for new towers, prefabricated precast equipment shelter, and generator system equipment have been previously procured for the project. However, installation of this equipment is required under this contract. Antennas, coax, waveguides, and radio equipment within the shelters will be provided and installed by Others. A pre-bid meeting has not been scheduled. Questions regarding the bid documents and/or scope of work shall be directed to the Architect/ Engineer. No bid bond is required for this project. CONTRACTOR shall provide bonds in the amounts follows: a. Payment Bond: 0% of Contract Amount b. Performance Bond: 0% of Contract Amount SITE LOCATIONS A. Erin: 2291 State Hwy 83, Hartford, WI 53027 B. Kewaskum: 204 First St., Kewaskum, WI 53040 C. Slinger: 220 Lovers Lane, Slinger, WI 53086 D. Jefferson: 1313 Jefferson St., West Bend, WI 53090 Base Bid 1: Erin 1. The scope of work generally consists of the installation of a new 300' selfsupport communication tower. The tower shall be installed as part of this work including associated hardware, foundation system, ice bridges, and grounding systems as detailed in the plans and specifications. Site work includes installing a prefabricated precast equipment shelter, LP fueled backup generator system, chain-link fenced compound, utility rack, gravel driveway access and other general site improvements. 2. Contractor shall install and erect the tower and foundation system as part of the project. Tower steel materials (tower steel, anchor bolts, antenna mounts, vertical transmission ladders, climbing ladders, safety climb, and lighting system) have been pre-purchased by Owner and will be delivered to the site by Others. Contractor is responsible for taking delivery and off-loading these materials atthe project site, storing, and securing them until installation. Contractor is responsible for providing reinforcing steel (rebar) for tower foundation construction. 3. Contractor shall install a 12'x20' prefabricated precast equipment shelter at the site. The shelter has been pre-purchased by Owner and will be delivered to within the "last mile" of the project site by Others using an over the road tractor trailer. Contractor is responsible for coordinating delivery, off-loading the shelter from the delivery vehicle, transporting from the delivery point to the tower site and installing it on and securing it to the Contractor installed shelter foundation. Contractor is also responsible for hookup of all utility connections/services to the shelter to ensure a complete and fully functional shelter. 4. Contractor shall install a 35kW/44kVA 120/240V 1Phase LP fueled backup generator system, including transfer switch installed within the shelter. The generator and transfer switch have been pre-purchased by Owner and will be delivered to the project site by Others. Contractor shall install generator system, including generator, transfer switch, underground conduits, concrete pads, LP fuel line, electrical wiring, alarm wiring and connection to the site ground system. Start-up and commissioning of the system will be by Others (Generator Supplier). All associated electrical work, inside and outside the shelter, shall be completed by Contractor to ensure a fully functional generator system. 5. Contractor shall install a new 120/240V, 1Phase, 200A electric service to the equipment shelter. All necessary electrical, grounding and bonding work, inside and outside the shelter, shall be completed by Contractor. Installation of new rack receptacles, UPS system and other new electrical/grounding work within the shelter shall be completed by Others. All electrical work shall be completed by a licensed electrician and in accordance with applicable codes and utility provider requirements. 6. Contractor shall provide and install a LP fuel system which generally includes: 500 gal. LP tank (purchased tank not on lease), remote LP tank level monitor system, and supplying of LP fuel (first fill). 7. Contractor shall construct a new driveway access to the site from existing gravel lane. 8. Contractor is responsible for all specified site improvements, fencing, retaining wall, landscaping and restoration of all areas of the site disturbed during site construction activities to grass/turf or other pre-existing conditions. B. Base Bid 2: Kewaskum 1. The scope of work generally consists of removal of an existing 140' self-support tower and the installation of a new 185' monopole communication tower. The new tower shall be installed as part of this work including associated hardware, foundation system, ice bridges, and grounding systems as detailed in the plans and specifications. Site work includes installation of an ice bridge system, concrete pavement, and other general site improvements. 2. Contractor shall install and erect the new monopole tower and foundation system as part of the project. Tower materials (tower steel, anchor bolts, antenna mounts, climbing ladders, and safety climb) have been pre-purchased by Owner and will be delivered to the site by Others. Contractor is responsible for taking delivery and off-loading these materials at the project site, storing, and securing them until installation. Contractor is responsible for providing reinforcing steel (rebar) for tower foundation construction. 3. After new tower construction and cut-over of the radio system to the new tower, the existing 140' self-support tower shall be deconstructed and removed from the site. Existing tower foundations shall remain. Final installation of ice bridges and site work restoration shall then be completed. 4. All necessary electrical, grounding and bonding work, inside and outside the shelter, shall be completed by Contractor. Installation of new rack receptacles, UPS system and other new electrical/grounding work within the shelter shall be completed by Others. All electrical work shall be completed by a licensed electrician and in accordance with applicable codes. 5. Contractor is responsible for all specified site improvements, fencing, bollards, landscaping and restoration of all areas of the site disturbed during site construction activities to grass/turf or other pre-existing conditions. C. Base Bid 3: Slinger 1. The scope of work generally consists of tower and foundation structural modifications to an existing 270' guyed tower communication tower. The tower modification components shall be provided and installed as part of this work including associated shop drawings, hardware, reinforcing steel, and other components as detailed in the plans and specifications. 2. Contractor shall complete all modification checklist items including coordination of, and paying for, all required inspections and tests. All fabricators, installers, welders and inspectors shall meet the requirements of the checklist requirements. 3. Contractor shall install a new grounding system at the base of the existing tower. All necessary materials shall be provided and installed by Contractor. 4. Contractor is responsible for all specified site improvements, ice bridge systems, landscaping, and restoration of all areas of the site disturbed during site construction activities to pre-existing conditions. D. Base Bid 4: Jefferson 1. The scope of work generally consists of installation of a new coax entry port in the existing building and ice bridge system. All necessary materials shall be provided and installed by Contractor. 2. Contractor shall install a new grounding system at entry port to base of tower. All necessary materials shall be provided and installed by Contractor. 3. Contractor is responsible for all specified site improvements and restoration of all of the site disturbed during site construction activities to pre-existing conditions. Commence Work on or after February 15, 2023. - Substantially complete all work on or before August 15, 2023. - Fully Complete (Final Completion) all work on or before September 15, 2023.
