Subject to the right of the Owner to reject any or all bids, the Owner will award contracts to the bidder(s) submitting the lowest and best bid(s). Direct questions about the Project to Gregory A. McCue, Civil Engineer IV, Municipal Government Center Annex, The City Administration Building, 151 Lincoln Way East, Massillon, Oh, 44646, (330) 830-1722. Bids must be accompanied by a bid bond, signed by a Surety Company authorized to do business in the State of Ohio in the amount of Ten Thousand Dollars ($10,000.00) or by a certified check on a solvent bank as a guarantee that, if the bid is accepted, a contract will be entered into and the performance of it properly secured. If such proposal is accepted, the bidder will, within ten (10) days after notice of acceptance, enter into a contract and properly secure the performance thereof by a bond of an acceptable surety company in the amount of One Hundred Thousand Dollars ($100,000.00) to cover the performance of the contract. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this bid be for a franchise for the operation of a Solid Waste collection and disposal program with recycling for City Buildings and for Residential customers in the City of Massillon from January 3, 2023, to December 30, 2027, and the option for additional five - one year renewals at the election of the City of Massillon. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, material, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best bidder for each contract.
