The City of Glendale, Department of Public Works is soliciting proposals for professional consultation services to prepare a Citywide Traffic and Mobility Study (CTMS). The City of Glendale, Department of Public Works is soliciting proposals for professional consultation services to prepare a Citywide Traffic and Mobility Study (CTMS). The primary goal of this study is to improve traffic and mobility within the City now and into the future. Over the last few years, the City of Glendale has faced increased traffic congestion due to higher regional traffic volumes and higher density development in the City and region. The proposed Citywide Traffic and Mobility Study (CTMS) will assess the existing traffic and congestion throughout the City, expand the City's current Synchro Level of Service (LOS) model to evaluate the existing traffic flow, forecast the near-term-future (10 years) traffic congestions, provide recommended countermeasure alternatives to improve traffic flow and circulation, while maintaining consideration of other active modes of travel and discouraging commuter traffic intrusion into residential neighborhoods. The City Traffic Model and/or alternate methodology will be used to develop the 10-year future forecast traffic volumes. An approved traffic forecast scoping memorandum will outline the agreed methodology. If a proposer has any questions about this RFP, the proposed Agreement, or the scope of work- or if a proposer finds any error, inconsistency, or ambiguity in the RFP, or the proposed Agreement, or both- the Proposer must make a "Request for Clarification" before submitting its Proposal.
