The City of Norfolk (City) is seeking a responsible vendor (Contractor) to furnish all labor, materials, and equipment required to treat storm water ponds for algal blooms and/or other aquatic vegetative invasive species on an as-needed basis according to the terms, conditions, and specifications of this solicitation. All qualified bidders are invited to respond to this Invitation for Bids (IFB) by submitting a bid consistent with the terms, conditions, and specifications stated herein. Question Submission Deadline:December 5, 2022, 5:00pm Question Response Deadline:December 7, 2022, 5:00pm Contractor Selection Date:December 15, 2022 The Contractor shall provide services for the treatment of ponds to control excessive algal blooms or invasive aquatic plant vegetation. It is recommended that, where applicable, the Contractor utilize a mechanical technique or hand removal of algae or aquatic vegetation to avoid using chemicals. If algaecides and herbicides must be used to eradicate existing aquatic vegetation or algae where necessary, caution should be exercised to ensure applications do not have toxic risks to the marine life or the environment. The Contractor is prohibited from the use of all Phosphorus-based aquatic chemicals in City ponds. The Contractor shall comply with all requirements set forth in the Nutrient Management Training and Certification Regulation (4 VAC 50-85) and the Virginia Pesticide Control Act, as applicable.
