The Owner, Oglala Lakota Housing Authority (OLHA), a tribally designated housing entity of the Oglala Sioux Tribe, seeks submission of quotations for IHP Maintenance & Modernization 1937-22 projects funded by the U.S. Department of Housing and Urban Development (HUD) Indian Housing Block Grant (IHBG). Project 1937-22 Up to 70 individual sites or entire housing communities to be categorical excluded from NEPA and NHPA The Project is located within the exterior boundaries of the Oglala Sioux Tribe Reservation. DELIVERABLES: OLHA seeks submission of quotations from qualified environmental consultation firms to provide report on the categorical exclusions of the activities planned under this Project. SCOPE OF WORK: The selected firm must be able to provide the following Environmental Consultation services: 1. Qualified firms must be able to perform services for compliance with the National Environmental Policy Act (NEPA) Review Process as promulgated by the U.S. Environmental Protection Agency, (EPA) and applicable NEPA procedures. The firm shall determine what level of review is required for projects: a. Exempt Activities; b. Categorical Exclusions Not Subject to 24 CFR 58.5; and c. Categorical Exclusions Subject to 24 CFR 58.5 2. The firm shall provide a report including all necessary and relevant information to determine a categorical exclusion as required by 23 CFR 771.118. This includes but is not limited to: a. Detailed Project Description b. Location Including Address c. Metropolitan Planning and Air Quality Conformity d. Land Use and Zoning e. Traffic Impacts f. CO Hot Spots g. PM2.5 and PM10 Hot Spots h. Historic Resources i. Visual Quality j. Noise k. Vibration l. Acquisitions and Relocations Required m. Hazardous Materials n. Social Impacts and Community Disruption o. Environmental Justice p. Use of Public Parkland and Recreation Areas q. Impact on Wetlands r. Floodplain Impacts s. Impacts on Water Quality, Navigable Waterways, and Coastal Zones t. Impacts on Safety and Security u. Impacts Caused by Construction The selected firm will contract with OLHA on a fixed price agreement for Environmental Consulting Services. Provisions that are required to be included in the selected firm s contract are listed in Section VII of the OLHA Procurement Policy. INDIAN PREFERENCE: The work to be performed under this contract is subject to Section 7(b) of the Indian Self Determination and Education Assistance Act, 25 USC 450(e). Section 7(b) requires to the greatest extent feasible: 1. Preference and opportunities for training and employment shall be given to American Indians and Alaska Natives. 2. Preference in the award of contracts and subcontracts shall be given to American Indian and Alaska Native-owned enterprises as defined in Section 3 of the Indian Financing Act of 1974, 25 USC 1452, whereby: The Parties shall comply with the provisions of Section 7(b) of the Indian Financing Act; To the greatest extent feasible, preference in the award of any subcontract shall be given to Indian organizations and Indian-owed economic enterprises, and preference and opportunities for training and employment to Indians. The Contractor shall include Section 7(b) of the Indian Financing Act in every subcontract negotiated and executed in connection with the Scope of Work, and shall, at the direction of OLHA, take appropriate action according to the subcontract upon a finding by OLHA or HUD that the subcontractor has violated Section 7(b) of the Indian Financing Act. Award will be made to the lowest responsive and responsible firm after application of Indian preference, 25 U.S.C. 450e(7)(b) and 24 C.F.R. 1000.52. The Owner reserves the right to reject any and all submissions and to waive any irregularities. Submissions shall include a fixed-sum price quotation for the Scope of Work specifically itemized by division. Submissions must also be accompanied by the following documents: Representation, Certification and Other Statement of Bidders (HUD Form 5369-A); Native American Enterprise Qualification Statement; Non-Collusive Affidavit; and Statement of Qualifications. The awarded firm shall be responsible for bearing the cost of obtaining a required business license and paying the associated fee to conduct business on the OST Reservation from the OST Revenue Office.
