The intent of the City is to procure the services of one (1) qualified Contractor related to the construction of the Gatlin Boulevard Adaptive Signal Control Project. This work will be consistent with the adopted goals, objectives, and programs of the City of Port St. Lucie City Council. All work shall be in accordance with the project plans prepared by Mackenzie Engineering & Planning, Inc., consisting of pages 1 - 4. The contract period is estimated at one hundred twenty (120) calendar days with no option to renew. The Contractor shall furnish all labor and materials necessary to install adaptive traffic signal control equipment and upgrade traffic cameras, which will optimize green time from SW Village Parkway to SW Savona Boulevard, excluding the I-95 at Gatlin Boulevard Interchange Northbound and Southbound on/off ramps. The project includes, but not limited to, traffic signal controller modifications, vehicle video detection equipment removal, INSYNC vehicle video detection system, multi-conductor communication and signal cable, adaptive control system above ground and cabinet equipment, record drawings, and all work and materials to provide a complete project as shown and described in the contract documents, bid specification, and project plan set. The Contractor shall provide all materials, supplies, labor and equipment necessary for a complete project based on all specifications and any contract amendments that may be deemed necessary. The Contractor must have all the required licenses and certifications necessary to perform this work. The approved license for this project is a State of Florida General Contractor license and is prequalified by the Florida Department of Transportation (FDOT) in Work Class "Traffic Signal" and "Intelligent Transportation Systems" (ITS). Additional certifications required: "All International Municipal Signal Association (IMSA) Traffic Signals Certifications". It is the Contractor's responsibility to verify with the City's Building Department that they possess the proper licenses and certifications to perform the work prior to submitting a bid. The project is funded through a Florida Department of Transportation (FDOT) Local Agency Program (LAP) and will require various reporting throughout the project. This includes weekly certified payroll following the Davis Bacon Wage Decision FL20220190. Each responding Contractor must supply a Bid Bond or Bid Deposit (certified check, cashier's check, bank money order, bank draft of any national or state bank), in a sum of not less than 5% of the total bid amount made payable to the City. As a Mandatory Requirement, the Bid Bond or Bid Deposit must be scanned and uploaded into portal along with all other required documents, thus showing evidence that a Bid Bond or Bid Deposit was obtained. Deadline for written questions sent via email to the Issuing Officer referenced in Section 1.5. December 15, 2022 5:00 p.m. ET. Selection and Award The City reserves the right to: (a) waive minor irregularities, variances or non-material defects in a response; (b) reject any and all responses, in whole or in part; (c) request clarifications from Contractors; (d) request resubmissions from all Contractors; (e) award in whole, in part; or by line item and (f) take any other action as permitted by law.
