Clinton County is seeking qualified professional engineering and consultation services to assist with the preparation of bridging documents and provide engineering consultation for the Clinton County Public Safety Tower Antenna and Communications Upgrade Project. The following narrative outlines the major responsibilities of the proposers. These responsibilities include expertise in the specification and design of public safety communications systems, preparation of bridging documents for competitive bidding of a phased project, consisting of bidding of equipment, installation of equipment and commissioning of equipment. The project is described in detail within the attached Public Safety Radio System Needs Assessment and Strategic Plan Report, prepared by MCM Consulting Group, dated February 2020. The project schedule will be extremely challenging to meet the procurement and construction deadlines. The project essentially will be completed as follows: Phase 1 - Equipment Procurement for: P25 Portable and Mobile Radios for northern Clinton County. Propagation study for communications throughout the County, with alternate tower scenarios. New Digital Core Server and 8 Consoles at the Clinton County Communications Center. Microwave and antenna upgrades to towers and equipment at 8 tower sites throughout the county based on the propagation study. Microwave and antenna equipment for the Boys Camp Site. Structural Improvements at one tower site. Equipment enclosure at one tower site. Phase 2 - Installation of purchased equipment. Pre-installation testing of equipment. Install server and consoles. Install microwave dishes, antennas, racks, cable and switches. Commission entire installed system. Provide training on the system.
