Renovation of a mixed-use development in Ann Arbor, Michigan. Working plans call for the renovation of a two-story above grade laboratory facility.

This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids the project entitled Supplement AC in Lab Area, Project No. 506-21-201 to be accomplished at the Ann Arbor Medical Center (VAMC) located in Ann Arbor, MI. An Invitation for Bid (IFB) is planned to be issued on or about January 13, 2023. LOCATION OF WORK: The East Wing of the Third and Fourth Floors of Building 1E. The general intent of this project is to provide additional year-round cooling in the Clinical Labs to address high internal heat loads. Work includes, but is not limited to, the following: Providing supplemental AC to the existing AC system that serves the lab area, modernizing the system and controls and reducing the energy consumption. Replacement and addition of ductwork, piping, pumps, controls, and terminal units. Pre-construction TAB report to determine actual flow rates and space pressure relationships. Replace the steam and condensate piping insulation on air handling unit AHU-11. Re-commission AHU-11 and the main exhaust fan to assure proper operation and control. Replace faulty components (dampers, actuators, valves, controls, etc.) Install new air terminal unit boxes, ductwork, and diffusers for the Chemistry Lab and Lobby. Integrate with the existing control system. Recommission all existing air terminal unit boxes and air flow control valves tied to AHU-11. Chilled water coil shall be replaced at AHU-11. Testing, adjusting, and balancing of the entire AHU-11 air and water system, including air handling unit, supply, return, and exhaust systems, including constant volume boxes, registers/grilles/diffusers, and fume hood exhausts, and other equipment served by AHU-11. The Contractor shall furnish all labor, tools, materials, and equipment to perform general demolition, construction, and alterations electrical, plumbing, and mechanical systems, as identified to complete the renovation as shown and specified in the drawings and specifications. Provide temporary HVAC services as required. Asbestos is not reported to be on any of the mechanical systems affected by this project. The structure of the building will not be modified. Completely prepare the site for building operations. The period of performance for the project is Two Hundred Forty (240) calendar days after the Notice to Proceed (30% of all labor shall be calculated as after-hours and weekend work). Complete details of the project requirements will be provided via issuance of the solicitation. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Industrial Building Construction, with a small business size standard of $39.5 million. Magnitude of cost for this project is between $250,000 and $500,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB s registered in the Vendor Information Pages (VIP) database (https://vetbiz.va.gov) at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download from the Contract Opportunities website located at https://beta.sam.gov on or about January 13, 2023. Further details of all dates and events, including site visit and bid due date, will be available in the solicitation. Contract Opportunities website is the only official location to obtain solicitation information and documents. A bidders list is not maintained. Offerors are advised that they are responsible for obtaining all bidding documents via Contract Opportunities and for monitoring the Contract Opportunities website for any changes to this announcement and pending solicitation. Prospective contractors shall complete their electronic Annual Representations and Certifications and shall be registered in the System for Award Management (SAM) at https://beta.sam.gov and shall be verified in the Vendor Information Pages located at https://vetbiz.va.gov prior to submitting an offer. The eventual awardee shall also have on file a current Department of Labor VETS4212 Federal Contractor Reporting filing at https://www.dol.gov/agencies/vets/programs/vets4212 (if applicable).
