Site work for a water / sewer project in Somerset, Pennsylvania. Completed plans call for site work for a water / sewer project.

Description of Work Work of the Center Avenue Revitalization Project includes: Contract 2022-UU-01 Center Avenue Utility Upgrades: Installation of approximately 120 LF of 6" water line, 70 LF of 8" water line, 60 LF of 10" water line, 715 LF of 12" water line, two (2) fire hydrants, eighteen (18) water service connections and water service line appurtenances; rehabilitation of approximately 361 LF of 8" sewer line, rehabilitation of four (4) sewer manholes, and installation of twelve sewer laterals; and installation of approximately 550 LF of 18" storm sewer line, one (1) storm manhole, and installation of six (6) inlet boxes; restoration of state highway (trenching paving and mill & overlay), concrete sidewalk on North Center Avenue, and line painting. To access the electronic format the bidder must have a valid email address and will require an internet connection. All checks shall be made payable to The EADS Group, Inc. Bidders must purchase the Contract Documents and Plans (in either format) from The EADS Group, Inc. to be eligible to bid this project. Bid Security: All bids shall be accompanied by a Bid Bond in an amount equal to ten percent (10%) of the bid amount. All bonds shall be in a form acceptable to the Owner. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin or handicap; that a mandatory ratio of apprentices and trainees to journeymen is required in each craft and the Contractor (and any subcontractors) is obliged to make a diligent effort to achieve these ratios; and that to the greatest extent feasible, opportunities for training and employment be given lower income of the project area and must to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project area residents. In addition to the Equal Employment requirements of Executive Order 11246, the Contractor must also establish a 5% goal for minority participation and a 3% goal for female participation and in his aggregate on-site construction workforce for contracts more than $25,000 whether part of the workforce is performing work on a Federal or Federally assisted construction contract or subcontract. The Contractor, in accordance with Executive Orders 11625 and 12138, must utilize to the greatest extent feasible minority and/or women-owned business concerns which are located within the municipality, county or the general trade. The Borough of Somerset is utilizing federal funds for this project, and the County of Somerset has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $200,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and Twenty-five percent (25%) or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 or Five percent (5%) or more of the total number of labor hours worked on projects funded by Section 3 are Targeted Section 3 workers, as defined at 75.21 The County of Somerset, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. This project is being funded in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority, a grant from the Community Development Block Grant, administered by the Redevelopment Authority of Somerset County, and local funds from the Borough of Somerset. All requirements of these funding agencies shall be adhered to by prospective bidders and contractors. The Owner reserves the right to reject any or all bids or to waive any informality in the bidding review process. Bids may be held by the Owner for a period not to exceed 60 days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
