The County of Yolo is requesting proposals from qualified Suppliers to provide Construction Management Service for North Davis Meadows for the Yolo County CSA Department per specifications outlined in this Request for Qualifications (RFQ). estions concerning this proposal, including specifications, requirements, terms and/or conditions of a solicitation, etc. should be submitted solely in writing online athttps://bidsync.com Bidders who submit a response to this RFQ must have the ability to meet the bid specifications and requirements, including the General Terms and Conditions contained in this RFQ. All questions regarding this RFQ are to be directed to Karen Kawelmacher electronically. Failure to adhere to this process may disqualify potential bidder. The County is not responsible for any oral or written interpretations from any other person. The County of Yolo advises that interested parties periodically check the websites, including but not limited, and/or other county links for modifications. The County of Yolo is not responsible for misunderstandings of a solicitation or nonresponsive bid due to failure to check these websites for updates or amendments to solicitation documents, and/or other information regarding this solicitation. Failure to periodically check these websites will be at the bidder's/offeror's sole risk. In order to upload your proposal to this website a quantity of 1 and a cost of at least $1.00 must be entered into this section. All required Exhibits and documents must be uploaded to make your proposal responsive. Contract duration: 1 year The project includes the construction of a connection from the existing water system at North Davis Meadows County Service Area to the City of Davis municipal water system to provide all domestic, irrigation, and fire suppression water to the residential community of North Davis Meadows (North David Meadows County Service Area No. 10). North Davis Meadows is comprised of two single family residential subdivisions with 94 single family residences situated around the Davis Municipal Golf Course. The project will use a majority of the existing pipeline, valves, hydrants and services, and add or upsize pipelines in certain locations within the project area as required to meet flow requirements, but will also involve installing approximately 10,500 linear feet of new potable water main piping, valves, and appurtenances in existing paved roadways and across public lands, including the existing Davis Municipal golf course, in accordance with City of Davis and Yolo County standards. The project is being financed in part through the California Safe Drinking Water State Revolving Fund (SRF) program, which requires compliance with additional Federal and State requirements, as further described herein. The construction documents are nearly complete, and construction should commence in June 2023. The construction duration will be approximately 4 months. The County reserves the right, at its sole discretion, to adjust this schedule as it deems necessary. 12/22/2022 - Deadline for Written Questions Posted electronically 01/05/2023 - Deadline for County to Issue Responses to Questions 3/1/2023 - Construction Management/Inspection Contract Award The following RFQ Coordinator shall be the main point of contact for this RFQ: RFQ Coordinator: Karen Kawelmacher (530) 666-8073 karen.kawelmacher@yolocounty.org Any oral communications shall be considered unofficial and nonbinding on the County. Any irregularities or lack of clarity in the RFQ should be brought to the attention of the County for correction or clarification. The County shall not pay any costs associated with the preparation, submittal, or presentation of any proposal. To withdraw a proposal, the Vendor must submit a written request, signed by an authorized representative, to the RFQ Coordinator. After withdrawing a previously submitted proposal, the vendor may submit another proposal at any time up to the deadline for submitting proposals. Before a contract pursuant to this RFQ is signed, the Proposer must hold all necessary, applicable business and professional licenses. The County may require any or all Proposers to submit evidence of proper licensure. The County reserves the right, at its sole discretion, to reject any and all proposals or to cancel this RFQ in its entirety. Any proposal received which does not meet the requirements of this RFQ may be considered to be nonresponsive, and the proposal may be rejected. Proposers must comply with all of the terms of this RFQ and all applicable State and County laws and regulations. The County may reject any proposal that does not comply with all of the terms, conditions, and performance requirements of this RFQ. The County reserves the right, at its sole discretion, to waive variances in proposals provided such action is in the best interest of the County. Where the County waives minor variances in proposals, such waiver does not modify the RFQ requirements or excuse the proposer from full compliance with the RFQ. Notwithstanding any minor variance, the County may hold any Proposer to strict compliance with the RFQ. Contractor is aware of the requirements of California Labor Code Sections 1720 et seq. and 1770 et seq., which require the payment of prevailing wage rates and the performance of other requirements on certain public works and maintenance projects (Prevailing Wage Laws). If the services are being performed as part of an applicable public works or maintenance project, as defined by the Prevailing Wage Laws, and if the total compensation is $1,000 or more, Contractor agrees to fully comply with such Prevailing Wage Laws. Contractor shall defend, indemnify and hold the County, its officials, officers, employees and agents free and harmless from any claims, liabilities, costs, penalties or interest arising out of any failure or alleged failure to comply with the Prevailing Wage Laws. It shall be mandatory upon the Contractor and all Subcontractors to comply with all California Labor Code provisions, which include but are not limited to prevailing wages (Labor Code Sections 1771, 1774 and 1775), employment of apprentices (Labor Code Section 1777.5), certified payroll records (Labor Code Sections 1771.4 and 1776), hours of labor (Labor Code Sections 1813 and 1815) and debarment of contractors and subcontractors (Labor Code Section 1777.1). The requirement to submit certified payroll records directly to the Labor Commissioner under Labor Code section 1771.4 shall not apply to work performed on a public works project that is exempt pursuant to the small project exemption specified in Labor Code Section 1771.4. Applicant shall complete and submit the SWRCB Form 4500-3 Applicant shall complete and submit the SWRCB Form 4500-4 Applicant shall submit proof of DBE certification if the Applicant is claiming DBE status. Certifications are valid if from the following: a. The U.S. Environmental Protection Agency b. The Small Business Administration c. The Department of Transportations State-implemented DBE Certification Program (with U.S. citizenship) d. Tribal, State and Local governments i. At this time, the County does not issue any DBE certification letters. e. Independent private organization certifications
