Site work and renovation of a civil project in San Marcos, Texas. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Crystal Clear Special Utility District (CCSUD) will receive sealed proposals for the Construction Package No.7 Nelson Booster Station and Waterline Improvements project This construction package consists of: Nelson Booster Station Improvements, including site demolition, 600,000 gallon ground storage tank, vertical turbine pumps, valve vault, yard piping, detention pond, all-weather access road, generator and electrical improvements; approximately 6,500 linear feet of 12-inch water main along Watson Lane, including gate valves; fire hydrants; jack and bore and railroad crossing; and, approximately 350 linear feet of 12-inch water main by jack and bore under IH-35. All questions about the meaning or intent of the Bidding Documents shall be submitted via portal, must be received at least seven calendar days prior to the opening date. Crystal Clear Special Utility District expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities. The project will be awarded to the highest scoring respondent based on set evaluation criteria. A Respondents failure to respond to the requested qualifications inquiry may result in the proposal being deemed non-responsive. Proposals may be held by Crystal Clear Special Utility District for a period not to exceed 60 days from the date of opening for the purpose of reviewing the proposals and evaluating respondents qualifications prior to the contract award. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Request for Proposals (RFP) are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this RFP or any resulting contract. This contract is subject to the Environmental Protection Agencys (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned business Enterprise (M/WBE) business. EPA rules require that applicants and prime contractors make a good faith effort toward a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Any contract(s) awarded under this RFP is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts and Section 1452(a)(4) of the Safe Drinking Water Act (42 U.S.C. 300j-12(a)(4)), as applicable. The Davis-Bacon prevailing wage requirement apply to Contractors and Subcontractors performing on federally funded or assisted contracts in excess of $2,000 for a construction project under the DWSRF. Any contracts or subcontracts in excess of $2,000 must include the provisions of the Davis-Bacon Wage Rate Requirements found in TWDB Guidance No. DB-0156. For prime contracts in excess of $100,000, Contractors and Subcontractors must also, under the provisions of the Contract Work Hours and Safety Standard Act, an amended, pay laborers and mechanics, including guards and watchmen, at least one and one-half times their regular rate of pay for all hours worked over 40 hours in a workweek. The Fair Labor Standards Act may also apply to Davis-Bacon covered contracts. Equal Employment Opportunity and Affirmative Action- All qualified applicants will receive consideration for employment without regard to race, color, religion, sex (including pregnancy), sexual orientation, gender identity, national origin, age (40 or older), disability, or genetic information. Any contract awarded under this RFP will be required to comply with the Department of Labor regulations at 41 CFR Part 60-4, relating to Construction Contractors--Affirmative Action Requirements, which include the Presidents Executive Order No. 11246, as amended by Executive Order No. 11375 and Executive Order No. 13672, in the award and administration of contracts awarded under TWDB financial assistance agreements. Failure by the Contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. A bid bond in the amount of five percent (5%) of the bid issued by an acceptable surety shall be submitted with each proposal. The successful respondent will be required to furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible Surety Company, authorized to do business in the State of Texas.
