A timeline or award has not yet been established.**  The Massachusetts State College Building Authority (the "MSCBA") hereby requests bids from General Contractors interested in bidding for the Work described herein pursuant to the requirements of M.G.L. c. 30, 39M and all other applicable provisions of the Massachusetts General Laws. If it be in the best interest of the MSCBA to do so, the MSCBA reserves the right to reject any and all Bids, to waive any informalities or minor deviations, to cancel the project and Bid Documents at any time prior to award, and/or to advertise for new Bids if funds are not available for the Project. These instructions provide Bidders with information intended to enable them to prepare and submit Bids for consideration and evaluation by the MSCBA. These instructions cover all work as documented in the attached bid documents, as modified by addenda, if any (collectively, the "Bid Documents"). Scope- Improvements to existing underground heating hot water manholes and manhole piping, including valves, waterproofing, and piping insulation, and other Work indicated in the Contract Documents. Each bid must be secured by an accompanying deposit of five percent (5%) of the total amount of the Bid. Deposits shall be in the form of a bid bond, or a certified check, treasurer's or cashier's check issued by a responsible bank or trust company, payable to the Massachusetts State College Building Authority. No cash will be accepted. Bid deposits of all Bidders, except those of the three lowest responsible and eligible Bidders, will be returned within five (5) business following the Bid opening. Except as provided in the "BONDS AND INSURANCE CERTIFICATES" and "FOREIGN CORPORATION" sections appearing below, the Bid Deposits of the three lowest responsible and eligible bidders will be returned upon the execution of the Contract or, if no award is made, upon the expiration of the time prescribed for making an award.
