The City of Glendale is seeking a qualified engineering firm, or team (Consultant), to provide engineering services for the buildout of Glendale Heroes Regional Park, in west Glendale. The selected firm will review an existing 2022 concept report and provide recommendations. The selected firm will also provide design and construction administration services for the construction of the park improvements. The current budget for this project is initially $7.5M with additional funding being targeted to finalize the project. Glendale Heroes Regional Park is approximately 80-acres in size and is located roughly at the intersection of Bethany Home Road and 83rd Avenue. The first phases of the park were completed prior to 2008, with the Heroes Regional Park Library completed in 2019 and the urban fishing lake, just recently completed in early 2022. The main effort of this phase of the park buildout will include lighted multi-use fields, pickleball courts, ramadas, restroom buildings, a creative and adventurous play area, multi-purpose turf area, a lighted food truck plaza, and associated parking areas. Other efforts may include an addition of a lighted multi-use field, a lighted mini-pitch area, pollinator garden, dog park, maintenance facility and an additional parking area. In 2022, the City hired a consulting firm to develop a Glendale Heroes Regional Park Design Concept Report. The design concept report outlined the park amenities listed above. All these facilities will be linked to create a complete campus-like setting. SCOPE OF WORK The selected professional firm (Consultant) will work closely with various City departments, including Engineering, Public Facilities, Recreation, and Special Events (PFRSE), Facilities Management, Development Services, and others, as needed, during the design and construction phases of the project. The City will utilize the services of the Consultant for programming/concepts, design, construction cost estimating and construction administration.
