Advanced Meter Reading Project (Water and Gas Meter Replacement) Proposals received prior to the time of the scheduled bid opening will be securely kept unopened. No proposals received after the deadline will be considered. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the proposal timely shall not be considered due cause for the deadline to be extended. The City of Patterson's primary objective is to contract with a qualified Proposer to provide and install an Advanced Meter Reading (AMR) System for Water and Gas Utilities. This RFP will cover a partial replacement of water meters inside of the corporate limits south of LA Highway 90 and full replacement of gas meters in the unincorporated area of Bayou Vista, Louisiana. The City of Patterson wishes to obtain a system that provides the best long-term value over the system's lifetime. For reliability and meter reading integrity, the Proposer shall be the sole source of the different components of the system deriving - if possible - from one manufacturer (water and gas endpoints, water meters, gas meters, meter reading equipment, and meter reading software).
