Document Type: Sources Sought Notice Number: A-SS22-05 This is a Sources Sought Notice (SSN) ONLY. This is NOT a solicitation for proposal, proposal abstract, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. NIST is seeking responses from all responsible sources, including large, foreign and small business. Small businesses are defined under the associated NAICS code for this effort 237110 (Water and Sewer Line and Related Structures Construction), as those domestic sources having $39.5 million or less annually. Please include company's size classification and socio-economic status in any response to this notice. Companies able to provide such services are requested to email a detailed response describing their abilities to tamela.lewis@nist.gov no later than the response date for this source sought notice. The report should include any information relevant to your capabilities. THIS IS SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. TITLE: UNDERGROUND UTILITIES IDIQ The National Institute of Standards and Technology (NIST) has a requirement for Construction Services for the replacement of underground utilities at the Gaithersburg, Maryland campus. Work under this project will primarily be design-bid-build (DBB). The majority of task orders under this contract will be designed by others. Some task orders may require design services to be performed. Interested firms shall have the means to provide limited design-build services where necessary for at least 1 (one) potential task order. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this sources sought is to identify organizations with the requisite qualifications to provide the services stated herein. Based on capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. NIST is seeking information on qualified Large and Small Businesses for a construction contract that can provide Construction Services under NAICS Code 237110. The following information is requested part of the response to this sources sought notice: GENERAL REQUIREMENTS: 1. Purpose: The purpose of this sources sought is to identify interested, qualified parties, capable of providing construction services for the installation of new underground utilities and replacement of existing underground utilities on an existing campus with multiple existing buildings. Existing buildings will be occupied and remain operational during construction. Work may include installation of underground piping for chilled water, 150-psi steam, 150-psi steam condensate, pumped steam condensate, compressed air, natural gas, water, sanitary sewer, and storm drainage. Work may also include installation of underground 13.8kV power distribution and underground communication for voice and data. Work may include the construction of new utility tunnel(s) for the installation of sections of underground utilities. Work may include removal of abandoned underground utilities. Abatement of hazardous containing material from may also be included. Projects will be subject to conformance with the Secretary of the Interior's Standards for the Treatment of Historic Properties (SOI Standards). An Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract is anticipated. Task Orders will range from $10M to $100M. The maximum value of the contract will be $700M. The contract is anticipated to have a base year and seven option years. 2. Requested information: a. Company Name, address, point of contact with telephone number and email address. b. Unique Entity ID. c. Business information to include Type/Size of company for NAICS Code. d. Type/Size of company, NAICS and Economic status(SB, SDB, WOSB, HUBZone, VOSB, or SDVOSB) as validated via the System for Award Management (SAM) at http://www.sam.gov. e. All responders must register on www.sam.gov additional information on NAICS codes can be found at https://www.sba.gov/sites/default/files/2019- 08/SBA%20Table%20of%20Size%20Standards_Effective%20Aug%2019%2C%202019.pdf f. Firm's Bonding capacity- single and aggregate. g. Provide experience for underground utility construction projects over $30M. Do not provide more than four examples. 1) Provide description of the type of utility work (municipality, campus, or complex and public or private sector) 2) Provide description of the construction performed including which utilities were included. 3) Provide award amount (must be at least $30M). 4) Provide project completion date (do not include warranty period). h. Indication of whether the services proposed are a commercial item currently offered in the marketplace. i. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses must be submitted no later than Friday, January 20, 2023, at 1:00 pm (EDT). The total number of pages to reply to this sources sought notice shall not exceed 15 pages.
