Site work for a civil project in New Hanover Township, Pennsylvania. Completed plans call for site work for a road / highway.

New Hanover Township will accept sealed proposals for the Traffic Signal Improvements at Various Locations within New Hanover Township, Montgomery County, PA. Questions must be submitted by January 16, 2023 at 5:00 PM. All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid; or to reject any or all of the bids. The successful Bidder must comply with Pennsylvania Prevailing Wage act. All Bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Prequalification of Prospective Bidders and Form 408/2020, as supplemented and amended, Section 102. Subcontractors must prequalify in the same manner, if listed in the proposal or if they subsequently undertake the partial or total construction of one or more items of work. All Bidders and Subcontractors must be prequalified. Prevailing Wage determinations are in effect for this project as set forth in the Bid Documents. No bid may be withdrawn within sixty (60) days after the opening thereof, during which time the Township may review the bids and investigate bidder qualifications. Questions must be submitted via Penn Bid by January 16, 2023 at 5:00 PM. Scope The following paragraphs outline minimum acceptable standards to be followed for the construction of the traffic signals, and all appurtenances as indicated in these specifications. The work shall be executed in the most workmanlike manner by qualified, careful and experienced workmen. The Prime Contractor shall be a pre-qualified Prime Contractor by the Pennsylvania Department of Transportation (PennDOT) and all sub-contractors must be pre-qualified PennDOT contractors. The Contractor shall furnish and install the traffic signs, controlling detectors as necessary, and pavement markings as indicated on the drawings. It is the intent of these specifications to describe complete and working traffic signal device systems and associated improvements. Accessories, hardware, brackets, clamps, wire and other material and devices not specifically mentioned, but otherwise required, shall be furnished and installed by the Contractor to complete the work. No traffic restrictions or lane closures are permitted on legal holidays and/or between the hours of 6:00 AM to 9:00 AM and 3:00 PM to 6:00 PM Monday through Friday. Work on Saturdays may be permitted by the Township with 48hrs notice. Contractor shall furnish all materials, implements, machinery, equipment, tools, supplies, transportation, labor and supervision required to construct the facilities as shown on contract drawings and specified herein. It shall be the responsibility of the Contractor to proceed with the work in the manner and within such limitations as may be prescribed by the Township. If the work is not completed within One hundred and eighty (180) calendar days, including any extensions of time for excusable delays as herein provided, the Contractor will pay to the Owner Liquidated Damages for each calendar day of delay, hereafter set at $975.00 per calendar day, and the Contractor and his sureties will be liable to the Owner for the amount thereof. Each Contractor will furnish a surety bond in an amount equal to 100 percent of the contract for faithful PERFORMANCE; a separate surety bond in an amount equal to 100 percent of the contract for the payment of LABOR and MATERIALS; and a separate MAINTENANCE bond in an amount equal to 25 percent of the total contract price up to $200,000; plus 10% above $200,000. The PERFORMANCE AND LABOR AND MATERIALS bonds are to continue in effect for a period of two (2) years after final payment. The MAINTENANCE bond is to continue in effect for a period of two (2) years after the date of completion, approval and acceptance of the entire work. Work will not commence under this contract until each of the above bonds has been obtained. Big Road (SR 0073) and Hoffmansville Road/New Hanover Square Road/Renninger Road, File #2459 Furnish and install a dilemma zone radar detection system. Furnish and install an omni-view detection system and provide detection zones as shown on approved permit plan. Remove three (3) existing shaft-mounted 8-inch 3-section signal heads. Furnish and install four (4) new countdown pedestrian signal heads as shown on signal permit. Modify controller to provide the new timing as per the traffic signal permit plan. Swamp Pike and New Hanover Square Road, File #3410 Install reflective backplates to the existing signal heads. Furnish and install a new Wavetronix dilemma zone radar detector for the southbound approach of Swamp Pike to the existing Wavetronix dilemma zone detection system recently installed for the northbound approach of Swamp Pike. Install GPS time clock and provide coordination along Swamp Pike. Modify controller to provide the new timing as per the traffic signal permit plan. Swamp Pike and Fagleysville Road/Sanatoga Road, File #3871 Install GPS time clock and provide coordination along Swamp Pike. Modify controller to provide the new timing as per the traffic signal permit plan.
