No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. No proposal will be considered unless it is made on the blanks furnished by the County. No bidder shall take any exception to any requirement of the specifications. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bid must be accompanied by a bid guaranty and must meet all requirements of Section 153.54 of the Ohio Revised Code and the Instructions to Bidders. The owner intends and requires that this project may not begin physical work onsite until August 1, 2023 and be completed no later than October 31, 2023. Only prequalified contractors are eligible to submit bids for this project. Pre-qualification status must be in force at the time of bid, at the time of award, and through the life of the construction contract. Encouraging Diversity, Growth and Equity (EDGE) Requirements have been set on this project. An EDGE Goal of 5 % has been established for this project and may be met by an EDGE certified Contractor or Subcontractor(s)/Suppliers(s). Edge Certified firms are those who have been certified by the Ohio Department of Administrative Services. If not EDGE certified, the Contractor must use its best efforts to solicit quotes from and to utilize EDGE subcontractors/suppliers on this project. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE OHIO REVISED CODE APPLY TO THIS PROJECT. The Board of County Commissioners reserves the right to reject any or all bids, and to waive any irregularities in any bid(s), and to award the contract to the lowest and best bidder in accordance with Section 307.86 of the Ohio Revised Code as determined by the Board of Ottawa County Commissioners.
