Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.

The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1830 32nd Street. This City-owned property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work. All questions shall be directed to the Construction Officer at 309-732-2906. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. Remove existing roofing material down to expose the roof sheathing. Examine for wood rot or damage sheathing and replace as needed. Remove the existing brick chimney completely from roof to through the basement. Field frame in the opening in the first floor and where the roof penetration is. Install Ice and Snow guard in the valleys and along the lower perimeter of roof edge following manufactures instructions. Install water barrier over the remaining roof. Install shingle over ridge vents, relief cutting the ridge per manufactures instructions allowing the maximum air flow. Install new plumbing flashing boots, new 2white style D roof edge, and 30-year architectural shingles in The Citys choice of color. Remove all the existing Aluminum siding, soffit, and fascia. Install approved house wrap, taping all the seams. Install new double 4" vinyl siding in The City's choice of color. Install light blocks at the entry door locations. Install split trim blocks at all receptacle, plumbing Flue, gas meter, or any other exterior wall penetrations. Install new aluminum F channel, center vent soffit on the over hangs, solid soffit on rake eves, and white fascia. Use matching siding calk to seal any areas exposed to the weather. Install new seamless gutters, downs, and tail pipes 4' away from the foundation. Install flip up tailpipes at the elbows eliminating any chances of the wind blowing them away. Install 2 straps securing the downs to the house wall. Inside the front porch leave the existing storm windows intact, encapsulate frames in white break metal. Leave the bead board on the ceiling intact. Siding the twohouse exterior walls with the same exterior siding. Install new Double Hung construction units that have molded flanges as part of the frame. Measure the window frames, subtract a min of a 1/2 " less the framed RO's, all windows must be shimmed up 1/4 " land centered in the RO. Window glass must meet 0.32 U-factor. Install window frames over flex seal covering framing sill that is wrapped 6" up the sides of the trimers. Fold the house wrap up at the header. Install new window using window caulk on the flanges, both sides and across the top of unit. Window tape the sides after nailing the flanges per manufactures instructions. Fold the house wrap back over the flange and tape. Insulate with nonexpanding foam on all 4 sides, making sure not to over fill making the sashes non-operable. Basement windows remove and replace with new sliders. Mix concrete for installing a tapered sill away from the window frame. Measure opening 1/2 ' short on the width and remove nail flanges installing directly to the block with concrete anchors. Caulk and insulate insuring no air infiltration. All the windows will need to have insect screens. Install steel pre-hung exterior door on the front and side entries. Both doors must be double bored and have adjustable thresholds. Thresholds must be caulked with appropriated material for the specific installation. If possible raise up the doors with a 1/2 ". The French door in the bed room will be removed and framed in for a single double hung unit. The Bathroom window will need to be removed and frame in, completely eliminating. Window openings on north and south side of the den will need framed in, sheathed, and house wrapped. The Deck on the rear of the house will be removed and the box sill will be inspected for any termites or wood rot. Remove the existing footings and fill in the holes with compactable soil. No plans to installing new deck. Additional to the exterior envelope there will be some minor framing needed on the inside. The bathroom/kitchen wall will get moved to the west. Leaving a 5' width in the bathroom. Install tub/shower backing. Install any missing drywall backers that may be missing. Frame in an attic access in the hallway by headering off the ceiling joist to get a RO of 22"x 30". See attached detail on print with hallway configuration. Remove gable windows/vents, frame in the rough openings, sheath, and Tyvek. o Bathroom door 2-4 LH o Bed 1 entry 2-6 LH o Bed 1 closet 4-0 Bifold o Bed 2 entry 2-6 LH o Bed 2 closet 4-0 Bifold o Basement Stair well 2-8 RH o Basement landing 2-8 LH (Steel) o Entry closet 2-4 LH o Entry door 3-0 LH (Steel) Only the two steel entry doors will be installed during this phase. The other door openings will need to be framed to proper R.O. and Plumb. Everything must be completed and pass the cover, roof, and exterior inspections. Contractor will pull building permit for the above work before work starts. Any major changes or cost extras must be in writing and approved by the Construction Officer before the action takes place.
