The County of Butte is seeking the most qualified firm/individual to design, develop, install & support an Integrated Security System (ISS) for the new SB 863 Jail project, which is currently under solicitation. The County intends to select the most qualified firm/individual: To award a contract to provide design and warranty services for the SB 863 Jail ISS project and subcontract for construction and training services for the SB 863 Jail ISS under the general contract for the SB 863 Jail project. Questions and Request for Clarification Due by 5PM January 27, 2023. Questions answered via Addendum(s) by 3:00PM February 2, 2023. A. Basic System Design of the SB 863 Jail ISS (Note: There will be a line item for proposal amount for design services). 1. ISS Software Functionality b. The ISS shall provide overall facility control from Central Control Room (CCR). 1) CCR shall be configured for two (2) touchscreens control points. Jail project is concurrent with this Request for Proposals. Work for this Project consists of the design, construction, training and support services for the following Exhibit B - SB 863 Jail Integrated Security System Drawings & Exhibit C - SB 863 Jail Integrated Security System Specifications, which are attached to this Request for Proposals: a. ISS approach. All facility security system functions shall be integrated onto a programmable logic controller (PLC) network to operate under pre-programmed logic conforming to the requirements of this specification. c. Software. 1) Software provided by the Contractor shall be a non-proprietary, Original Equipment Manufacturer (OEM), Supervisory Control and Data Acquisition (SCADA) product available through a distributor network. Custom or Proprietary software code will not be accepted. 2. Control Touch Screen per Specification Section 284623 Touchscreen Graphical User Interface Control System - a. Touch screens shall control security system functions using logically-organized screens that are consistent in appearance and operation facility-wide. The touch screens shall display maps of site and building areas. b. The touch screens shall display the real-time status of all security systems and devices. c. The touch screens shall provide user logon function using an on-screen keypad, and a logoff function. Logons shall have different levels of operator privilege, providing control of access to higher level functions.d. Color schemes employed shall provide the proper level of visibility without glare, and promote the ability to distinguish between elements, but shall be selected to be "easy" on the user's eyes. Yellow shall always indicate an insecure condition or an alarm condition but may be used also as an operator warning. Green shall always indicate a secure "normal" condition. All screens shall have a time and date display.- One queue (First In First Out (FIFO)) shall be provided. The alarm/call queue receives all designated system alarms. The alarm/call queue receives all door/intercom calls for the area of control assigned to the control point. Provide silence and reset feature. Calls may be answered either from the queue or by selection of the calling device from the map screen. Cameras in the controlled area shall be available for selection and assignment to the monitors from the touch screen. Door Functions. All remotely controlled doors shall be equipped with the following: Control point indication shall be green when the door is locked and secured. Control point indication shall be red when the door is open Control point indication shall be flashing red for all other conditions. Door Functions.
