The Tahoe-Truckee Sanitation Agency will receive bids for the purchase of the goods, material, equipment, or other items described in the attached bid specifications. Bids received after this deadline will be returned unopened to the bidder. Bids must be submitted on the attached bid form (without alteration). A bidder may modify its bid by submitting a later bid that supersedes the earlier bid and that is received prior to the bid deadline. A bidder may withdraw its bid by a written request received by the Agency via delivery, mail, or email prior to the bid deadline. The Agency will not consider any bid or bid modification submitted orally or by telephone. The bid, if it is awarded, will be awarded to the "lowest responsible responsive bidder," which is defined by Agency ordinance as the bidder that timely submits a complete and fully responsive bid and that best responds in price, quality, service, fitness, and capacity to meet the particular bid requirements; price alone will not be the determinative factor, but will be considered along with other relevant responsibility factors including, but not limited to, the ability of the bidder to deliver, quality, availability of parts or service, and prior Agency or other experience with the bidder. Lowest responsible responsive bidder also includes any vendor on the open market or Internet that offers a price for the particular goods that is less than the low bid received after soliciting bids. Upon award to the lowest responsible responsive bidder, the Agency will approve the purchase through a written invoice, purchase order, or contract, as determined by the Agency. The Agency reserves the right to -- reject all bids and re-advertise for bids; reject all bids and not proceed with the purchase; reject all bids and proceed with an open market or Internet purchase if the price to be paid on the open market or Internet is less than the low bid; waive any irregularity, informality, or minor error in any bid or in the bid process that does not affect the bid price; reject any nonconforming or nonresponsive bid; verify the information in any bid; request additional information or clarification from a bidder; allow correction of errors or omissions that do not affect the bid price; extend the bid submission deadline; extend the bid opening date; and, withdraw and cancel this notice inviting bids at any time without prior notice. The Agency makes no representation that any bid will be awarded. This notice inviting bids is not an offer to contract. All costs of bid preparation will be paid by the bidder. All submitted bids will become the property of the Agency and all opened bids will become a public record.
