Site work and paving for a mixed-use development in Norco, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Contract Documents, Specifications and Plans for the above stated project. The general items of work to be done hereunder consist of construction of Riverside County Flood Control and Water Conservation District (RCFC&WCD) Master Drainage Plan Line S-2 located in Second Street from the South Norco Channel at the southeast corner of the intersection of Corona Avenue and Second Street easterly to the intersection of Hillside Avenue and Second Street. Project includes installation of RCP pipe 18 , 24 , 36 and 42 in diameter, catch basins, manholes, junction structures, local depressions, roadway widening, curb ramps, curb & gutter, rolled curb, equestrian trail fence, striping on Second Street from Corona Avenue to Hillside Avenue, and all appurtenant related work to the satisfaction and acceptance of the City Engineer. There are 120 working days allowed to complete this project from Notice to Proceed. Please note that Notice to Proceed will be granted in accordance with Special Provision 6-1 with the understanding that Notice to Proceed will coincide with mobilization. Notice to Proceed will not be granted until the procurement schedule for major equipment has been established to the satisfaction of the City Engineer. Liquidated damages may be assessed at $1,000.00 per working day. The City s request for bids, bid results, and notices of an award are obtained through the City of Norco Vendor Portal, All necessary forms, specifications and other bid documents may be viewed and downloaded electronically. Businesses who have registered in the Vendor Portal will receive email notices when a new request for bid or proposal relevant to their line of business is issued. Any interested party may view the City s solicitations, as well as the bid results and final notices of award, by logging into the Vendor Portal and using the search features to locate the items of interest. The City s policy is to award bids to the lowest responsive and responsible bidder. Requests for proposals are awarded to the company whose proposal provides the best overall value and best meets the needs of the City. The City reserves the right to reject any or all bids and to waive any irregularity or informality in any bid to the extent permitted by law. Specifications and Contract Documents are available in digital format (PDF) through the City of Norco's Vendor Portal on Planet Bids by clicking on the "Bids and RFPs" tab at the top of the City of Norco's website home page, then by clicking on the "BID AND RFP OPPORTUNITIES" icon. Contractor to strictly adhere to all State labor laws. Pursuant to Labor Code section 1771.1, all bidders are hereby notified that no contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations. Furthermore, all bidders are hereby notified that no contractor or subcontractor may be awarded a contract for public works on a public works project unless registered with the Department of Industrial Relations. Pursuant to the provisions of Section 1770-1777 of the Labor Code of the State of California, Director of the Department of Industrial Relations has ascertained the general prevailing rate of wages and employer payments for health and welfare, vacations, pension and similar purposes in the City in which the work is to be done. Information relative to the employment of apprentices shall be obtained from the Director of the Department of Industrial Relations, who is the Administrative Officer of the California Apprenticeship Council. The Contractor shall forfeit, as penalty to the Agency fifty dollars ($50.00) for laborers, workmen, or mechanics employed for each calendar day or portion thereof, if such laborer, workman or mechanic is paid less than the general prevailing rate of wages herein referred to and stipulated for any work done under the proposed contract, by him, or by any subcontractor under him, in violation of the provisions of the Labor Code and, in particular, Sections 1770 to 1781 inclusive. Copies of all collective bargaining agreements relating to the work as set forth in the aforementioned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations, Division of Labor Statistics and Research. Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will be also required. Attention is directed to the provisions of Chapter 9, Division 3 of the Business and Professions Code requiring Contractors to be licensed. No proposal will be accepted from any Contractor unless they are licensed in accordance with the laws of this state. Contractor shall procure all permits incident to the lawful prosecution of the work. Further, the Labor Code of the State of California prohibits a Contractor from performing work on a public works project with a subcontractor who is ineligible pursuant to Section 1777.1 or 1777.7 of said code. The Contractor must possess a valid Contractor s License issued by the Contractor s State Board at the time the bid is submitted. The class of license shall be applicable to the work specified in the contract. The successful bidder shall be licensed according with the provisions of the Business and Professional Code and shall possess a Class A license at the time this contract is awarded. The successful Contractor and his/her subcontractors will be required to possess business licenses from the City of Norco. 1777. 7 of said code. The Contractor must possess a valid Contractor's License issued by the Contractor's State Board at the time the bid is submitted. The class of license shall be applicable to the work specified in the contract. The successful bidder shall be licensed according with the provisions of the Business and Professional Code and shall possess a Class A license at the time this contract is awarded. The successful Contractor and his/her subcontractors will be required to possess business licenses from the City of Norco. Construction shall be completed within 120 working days after the Notice to Proceed is issued. The bid prices shall include all costs, including labor, materials, and all other incidental cost to complete the project, in compliance with the Bid and Contract Documents and applicable standards. All other work items not specifically listed in the bid schedule, but necessary to complete the work per bid and contract documents and applicable standards are assumed to be included in the bid prices. BIDDER understands that a bid is required for the entire work, that the quantities set forth in the Bid Schedule are to calculate total bid amount, and that final compensation under the contract will be based upon the actual quantities of work satisfactorily completed. The Contract Documents call for monthly progress payments based upon the City's estimate of the percentage of work completed. The AGENCY will retain 5 percent of each progress payment as security for completion of the balance of the work. At the request and expense of the successful Bidder, the City of Norco will pay the amounts so retained upon compliance with the requirements of Government Code Section 4590 and the provisions of the Contract Documents pertaining to Substitution of Securities. Bidders shall be responsible for verifying the issuance of addendums before submitting a bid. Each bidder shall fully acquaint himself/herself with the conditions relative to construction, labor, plan, specifications, and special provisions. Submission of the proposal shall be taken as conclusive evidence of this familiarity with the job site and conditions relative thereto.
