The work under this contract includes, which includes but is not limited to the replacement of 17,070 feet of 6- inch to 12-inch unlined cast iron water main; furnishing and installing related gate valves, hydrants, and appurtenances ranging in size from 6-inch to 20-inch, and all materials, equipment, services, and construction inherent to the work. Cleaning and lining of similar sized water main are alternate bid items. The city has also pre-purchased 1,446 linear feet of 8-diameter ductile iron pipe and 20 hydrants for this project and will make this stock available at the DPW yard located at 55 Sea Street, Quincy. The Work shall be substantially complete by November 1, 2023. All Work shall be ready for final payment by November 15, 2023. Bid security in the amount of 5 percent of the Bid must accompany the Bid in accordance with the Instructions to Bidders.insurance and bonding requirements (Payment Bond and Performance Bond each equal to 100% of the total Contract Price) set forth in the General Conditions and Supplementary Conditions, if any Minimum wage rates as issued by the Director of the Executive Office of Labor and Workforce Development, Department of Labor Standards under the provisions of Massachusetts General Laws, Chapter 149, Sections 26 to 27D inclusive, as amended, apply to this Project. It is the responsibility of the Bidders, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under the resulting Contract. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, non responsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsive or responsible. Owner may also reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project or the public to make an award to that Bidder. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder. The deadline for questions is 12:00 p.m. on January 27, 2023. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Interpretations or clarifications considered necessary in response to such questions will be issued by Addenda.All questions about the meaning or intent of the Bidding Documents are to be submitted to the Purchasing Department, attention Kathryn R. Logan, Chief Procurement Officer, to the email purchasing@quincyma.gov. The City reserves the right to waive any informality in or to reject any or all Bids when such an action is deemed in the best interests of the City
