Site work, new construction and renovation of a mixed-use development in Sibley, Iowa. Completed plans call for the renovation of a water / sewer project; for the construction of a office development; for site work for a office development; parking garage; and parking garage.

Description: The work includes the following: 1. Remove and replace all existing wastewater equipment at the lift station, including dry well pumps, grit pump, mechanical bar screen, HVAC and electrical equipment, controls, blower and laboratory equipment. 2. Remove and replace floating aerators and slide gates at wastewater treatment ponds. 3. Construct new garage and wash-bay at existing lift station. 4. Construct new office area at existing lift station. 5. Add grit removal equipment. Together with numerous related items of work, all in accordance with Plans and Specifications. TIME FOR COMMENCEMENT AND COMPLETION OF WORK: Work on the improvement shall commence upon approval of the contract by the City of Sibley, and as stated in the Notice to Proceed. Work under the Contract must be complete within six hundred (600) calendar days after receipt of Notice to Proceed. Liquidated damages for work remaining after completion dates are defined in Section 00 52 00. BID SECURITY: A bid security as defined by Iowa Code Chapter 26.8 and in the amount of not less than 5 percent of the total amount bid, drawn in favor of the City of Sibley, Iowa, shall accompany each bid A copy of the plans and specifications may be inspected at the following locations: - Office of Bolton & Menk Inc., 1960 Premier Drive, Mankato, MN 56001 - Office of Bolton & Menk, Inc., 1519 Baltimore Drive, Ames, IA 50010 PREFERENCE OF PRODUCTS AND LABOR: Preference shall be given to domestic construction materials by the contractor, subcontractors, material, men, and suppliers in performance of the contract and further, by virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to iowa domestic labor, to the extent lawfully required under Iowa statutes. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected. SALES TAX EXEMPTION: The bidder shall not include sales tax in the bid. The City of Sibley will distribute tax exemption certificates and authorization letters to the Contractor and all subcontractors who are identified. The Contractor and subcontractor may make copies of the tax exemption certificates and provide a copy to each supplier providing construction materials. These tax exemption certificates and authorization letters are applicable only for this specific project under the Contract. PERFORMANCE, PAYMENT, AND MAINTENANCE BONDS: Each successful bidder will be required to furnish a corporate surety bond in an amount equal to 100% of its contract price. Said bond shall be issued by a responsible surety and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Sibley from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two years from and after acceptance of the contract. The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents. PROJECT ADMINISTRATION: All questions relating to this project prior to the opening of bids shall be directed to Bolton & Menk, Inc. for the project. It shall be understood, however, that no specification interpretations will be made by telephone. The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.
