The City of Asheville is seeking a qualified firm to provide professional services in a study of the flood mitigation potential and flood damage reduction benefits, as well as estimated project costs, derived from potential removal of structures from the north bank of the river, a realignment of Swannanoa River Road, a proposed alignment of a greenway, river/bank restoration, and stabilization projects, and other floodplain management measures as recommended and provided by the selected firm. The study should also consider the potential restoration of the lower reaches of Ross Creek. The project area encompasses the 100 and 500-year floodplains of the Swannanoa River along a 1.7-mile reach between S. Tunnel Road and Biltmore Avenue/Hendersonville Rd. in Asheville, NC (Figure 1). Expected project outcomes will be an evaluation of alternative floodplain management options, an evaluation of the technical and financial feasibility of those options, and an evaluation of barriers and limitations, including utility conflicts, to implementing a preferred plan. The project is grant-funded through the GoldenLEAF Foundation, and the following major tasks should be completed within 18 months: 1) hydrologic and hydraulic scenario modeling, with flood damage estimates, 2) conceptual plan development and feasibility analysis, with key stakeholder consultation.
